Job summary

City of Rowlett Communications Department seeks a Communications Manager to lead the Emergency Communications Center, oversee staff, budgeting, and technology implementation.

Under the Assistant Police Chief, the manager directs training, ensures policy compliance, and plans for long-term needs, including Next Generation 9-1-1 and CAD systems, while maintaining strong cross‑department collaboration.

Qualifications

• Minimum 3 years of proven experience in technical operations, communications, records management or administrative management.
• Experience with CAD software and police/fire radio/console equipment.
• Leadership of a combined police and fire dispatch organization serving a population of ~70,000.

Responsibilities

• Supervise shifts, assign duties, review reports, and manage staffing.
• Develop and maintain the center's training program and procedures.
• Set long- and short-range goals; monitor compliance with policies and improve professionalism and communication.
• Coordinate with administrative staff on budgeting and policy development for the center.
