Job summary

The South Carolina Department of Social Services seeks an Eligibility Case Manager to support SNAP, ESAP, SCCAP, and TANF programs within the Economic Services Division in Aiken County. You will interview applicants, determine eligibility, and process renewals to help stabilize clients’ financial situations.

You will maintain confidential records, manage caseloads including ABAWD cases, and ensure timely documentation and reporting.

Qualifications

• High School Diploma and at least 1 year of experience in Economic Services Programs.
• A Bachelor's Degree or higher may be substituted for the required program experience.
• A valid driver's license is required. Must be able to travel within the state for training and meetings, including overnight travel.

Responsibilities

• Process SNAP and TANF applications and renewals (annual, six-month, tri-annual).
• Conduct SNAP and TANF quality interviews (phone and face-to-face).
• Manage ABAWD caseload and determine SNAP eligibility.
• Maintain case records in agency systems and document activities for eligibility.
• Identify and document overpayments; prepare supporting documents for Fair Hearings.
• Perform shelter duties as needed and protect PII according to policy.

Job Duties

• The Eligibility Case Manager provides services in accordance with federal and state laws and regulations and agency policies and procedures, performing general work duties related to the administration of SNAP (Supplemental Nutrition Assistance Program) includes ESAP (Elderly Simplified Application Project) and SCCAP (South Carolina Combined Application Project), and TANF (Temporary Assistance for Needy Families) programs in the Economic Services Division in the county to help restore or improve customer financial stability.
• Conducts SNAP and/or TANF quality interviews to include both phone and face-to-face interviews for SNAP and/or TANF applications and/or renewals.
• Processes SNAP and/or TANF applications and/or renewals (annual, six-month, tri-annual), ESAP interim contacts and annual recertifications, changes and alerts by determining eligibility and authorizing benefits if applicable.
• Manages ABAWD (Able-Bodied Adult without Dependents) caseload by sending required notices, updating ABAWD tracking system, and determining SNAP eligibility for assigned ABAWD cases. Interprets social services programs to clients as needed. Keep abreast of state, federal, and agency program regulations and policies.
• Processes system generated alerts (SNAP, TANF, ESAP and SCCAP) for county of residence as well as any alerts associated with your caseload.
• Maintains case records and files in agency designated computer system for documentation and auditing purposes as required by agency policy in a confidential, timely and accurate manner. Documents client work participation activities in agency designated system. Enters timely documentation in SCOSA of events/activities that may affect clients continued eligibility for benefits. Prepares reports as requested by the supervisor or otherwise required and follows program policies and procedures.
• Identifies and documents over payments and makes at least 3 possible claims referrals to the Benefit Integrity Unit; prepares supporting documents for Fair Hearings. Participates in training and supervisory meetings or staff meetings as required.
• Performs Red Cross shelter duty or other emergency shelter duty/services as directed.
• Ensures that personal identifying information (PII) is properly used, accessed, gathered, shared and disposed. To protect the agency networks and applications by safeguarding systems, equipment, and data.
• Performs other related duties as required.
