Job summary

U.S. Fleet Forces Command in Mayport seeks an Electronics Technician in the ENGINEERING DEPARTMENT (CODE 200). You will lead system checkout, perform troubleshooting, prepare reports, and provide guidance during inspections and repairs of major shipboard systems.

The position requires vigilance on safety and security clearances, readiness for sea duty, and collaboration with RMCs and Naval Shipyards to resolve complex engineering challenges.

Qualifications

  • Experience applying theoretical and practical knowledge to maintain and repair Naval electronic systems (SSEE).
  • Troubleshooting skills to diagnose and repair standard system failures beyond crew repair capabilities (CASREPs).
  • Conduct functional checkouts, assessments, and system qualifications at sea following established protocols.
  • Independently generate technical reports and formal correspondence with minimal review.
  • Lead and mentor junior technicians during Fleet Technical Support visits and inspections.

Responsibilities

  • Determine operability and ensure contractor compliance with installation objectives for assigned systems.

  • Assist in analyses for improving designs, maintenance procedures, materials, etc.
  • Install Ordnance Alterations, Ship Alterations, Machinery Alterations, and Field Changes.
  • Perform functional checkout, grooming, adjustment and tests of new or modernized shipboard systems in operational evaluation.

Job description

Summary

You will serve as a ELECTRONICS TECHNICIAN in the ENGINEERING DEPARTMENT (CODE 200) in the of SOUTHEAST REG MAINTENANCE CTR SERMC.

Duties
  • You will serve as primary liaison providing technical guidance and coordination of organized teams with responsibility for functional checkout, test and inspection of major systems, as well as prioritizing work, and resolving conflicts.
  • You will prepare comprehensive technical reports, and when required, formal correspondence, identifying the root cause and all other significant aspects of the problem and the corrections applied.
  • You will have principal responsibility for determining state of operability and contractors’ compliance with installation objectives for the systems assigned.
  • You may be tasked to represent INSURV in the inspection and functional checkout/demonstration of major shipboard systems onboard Mayport based ships as a full participant in INSURV material inspections.
  • You will provide authoritative technical/engineering guidance to Regional Maintenance Centers (RMC) and Naval Shipyards in resolution of repair/overhaul or test/grooming problems beyond their level of in-house engineering expertise.
  • You will assist in performing special analyses and studies either in support of SYSCOM/ISEA or in-house initiatives for the purpose of assisting with developing or evaluating improvements in designs, maintenance procedures, material, etc.
  • You will install Ordnance Alterations, Ship Alterations, Machinery Alterations, and Field Changes.
  • You will perform functional checkout, grooming, adjustment and tests of new or modernized shipboard systems in an operational evaluation in which the individual has primary responsibility for operations of a system or major subsystems.

  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position requires a security clearance of TOP SECRET/SCI.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time
  • You will be required to obtain and maintain a U.S. Passport.
  • Shipboard investigations phase of a task involves considerable walking, climbing, and crawling in and around the equipment/system with marginal accessibility being a frequent problem.
  • Standing for several hours at a time on hard steel decks also occurs regularly during ship visits. High line transfer from ship to ship may be occasionally required.
  • Regularly involves frequent exposure to hazardous electrical voltages; large rotating machinery elements; electromagnetic radiation from high powered transmitters; explosive, flammable or incendiary materials; and entering spaces below water line.
  • Incumbent may be subject to adverse environmental conditions while on board ship such as extreme hot and cold, and excessively humidity, noise, and airborne particles (such as smoke, industrial debris, etc.)
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • Incumbent’s responsibility to transport him/her in an expeditious manner between jobs sites in the local area of his/her permanent duty station with reimbursement of costs in accordance with Joint Travel Regulations.
  • May be required to perform temporary additional duty at sea on naval ships and/or at naval or private shipyards located throughout the world (including combat zones) utilizing government as well as commercial aircraft.
Qualifications

To qualify for the GS-12, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Experience applying theoretical and practical knowledge to maintain and repair standard Naval Electronic Warfare and Signals Intelligence (SSEE) systems.
  • Experience performing troubleshooting skills to successfully diagnose and repair standard system failures (CASREPs) that have already proven to be beyond the repair capabilities of the ship's crew (forces afloat).
  • Experience conducting standard functional checkouts, assessments, and system qualifications at sea by strictly following established protocols.
  • Experience independently generating accurate technical reports, formal correspondence, and maintenance logs that require minimal review or correction by leadership.
  • Experience leading and advising to effectively guide and mentor junior technicians during routine Fleet Technical Support (FTS) visits, assessments, and inspections.

Education

Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:

  • knowledge of the techniques and theories characteristic of electronics, such as a knowledge of basic electricity and electronic theory, algebra, and elementary physics;
  • knowledge of electronic equipment design, development, evaluation, testing, installation, and maintenance; and
  • knowledge of the capabilities, limitations, operations, design, characteristics, and functional use of a variety of types and models of electronic equipment and systems related to, but less than, a full professional knowledge of electronic engineering.
Maintenance -

Developing maintenance standards and procedures for use by others. Analyzing repair practices and developing procedural instructions for use by others on methods and steps to repair equipment.

Installation -

Planning and directing the installation of complex systems and associated facilities, particularly where there are site selection and construction problems, dealings with contractors and public utilities, and the possible need to modify equipment for novel site characteristics.

Fabrication -

Designing and analyzing circuits, determining design feasibility, evaluating equipment performance under varying environmental conditions, and collecting performance data. Designing or modifying designs to achieve performance and cost objectives. Evaluating the adequacy of equipment for such purposes as repair, calibration, and testing.

Testing and Evaluation/Research and Development -

Developing or evaluating new or modified electronic systems. Completing testing, evaluating data, and determining acceptability of equipment modifications, validity, test procedures and data, or legality of operation. Technicians support professional engineers in performing experiments, research, and developmental activities requiring an in-depth knowledge of technical engineering methods, applications, practices, and principles to work on concepts, prototypes, and experimental projects that are without precedent and support state-of-the-art research.

Sustainment -

Developing, performing, evaluating, or modifying calibration and test equipment, systems, and procedures. Reporting, analyzing, and archiving test data. Performing complex calculations and manipulations of test data to improve performance of systems, instrumentation, measurement standards, techniques, and procedures.

Troubleshooting -

Analyzing and diagnosing faults in the operational configuration of electronic systems and equipment. Interpreting circuit wiring, logic cable diagrams, drawings, specifications, and schematics of complete systems and equipment to understand the function and interconnections of the various assemblies and troubleshoot the system.
