Qualifications

  • BS degree and 7+ years in spectrum management or related field.
  • Active Secret clearance or ability to obtain.
  • Proficient in RF theory and EMI resolution.
  • Experience with DoD/MDA processes and certifications.

Responsibilities

  • Support MDA SMO with spectrum lifecycle management.
  • Maintain Frequency Authorization tracker for MDA missions.
  • Prepare System Certifications (DD1494) using STEPSTONE/EL-CID.
  • Develop frequency authorization requests using Spectrum XXI (SXXI).
  • Create and maintain reports/databases for operations and engineering.
  • Troubleshoot EMI issues between developmental and deployed systems.
  • Document SOPs/workflows for knowledge sharing.
  • Prepare Host Nation Coordination (HNC) packets and Site Surveys.

Job description

MTSI is looking for a skilled and motivated Electromagnetic Spectrum Mgmt Analyst to support the Missile Defense Agency (MDA) Spectrum Management Office (SMO) within the Office of the Chief Engineer. This role focuses on advancing mission-critical initiatives through comprehensive spectrum lifecycle management—including system certification, frequency authorization, interference resolution, and global deployment coordination.

Responsibilities
  • Provide direct operational and administrative support to the MDA SMO (CED) under the Specialty Engineering Director.
  • Manage and maintain the Frequency Authorization tracker for all MDA missions, ensuring absolute data accuracy and consistency.
  • Develop, author, and submit System Certifications (DD1494) utilizing STEPSTONE and EL-CID programs.
  • Develop, coordinate, and submit frequency authorization requests utilizing Spectrum XXI (SXXI) for developmental, fielded, and new systems.
  • Develop, update, and maintain critical reports and databases to support operational and engineering activities.
  • Troubleshoot, analyze, and resolve electromagnetic interference (EMI) issues between developmental and deployed systems.
  • Document standard operating procedures (SOPs), workflows, and technical solutions to support knowledge sharing and team efficiency.
  • Develop, update, compile, and submit Host Nation Coordination (HNC) packets and Site Surveys for globally deploying systems.
Required Qualifications
  • US citizenship and an active secret clearance
  • Bachelor's Degree
  • 7+ years of relevant experience
  • Understanding of Radio Frequency (RF) theory and electromagnetic principles.
  • Excellent problem-solving skills and strict attention to detail.
  • Strong communication and collaboration skills to work effectively in a team environment.
  • Ability to manage multiple tasks and priorities in a fast-paced environment.
  • Ability to obtain and maintain a Secret security clearance.
  • Proficiency in Microsoft Office suite (PowerPoint, Excel, Word) and Teams.
Preferred Qualifications
  • Graduate of a military spectrum management school
  • 4+ years of experience within federal/DoW spectrum management
  • Ability to obtain / Active Top Secret / SCI security clearance
  • Experience with Spectrum XXI (SXXI)
  • Knowledge of the NTIA Manual (Redbook)
  • Experience with the GEMSIS suite (Stepstone, Host Nation Spectrum Worldwide Database Online [HNSWD-O], Joint Spectrum Data Repository [JSDR], Integrated Spectrum Desktop)
  • Knowledge of electromagnetic propagation modeling, wave behavior, and signal attenuation
  • Experience with Mat-lab or other programming languages
  • Knowledge of the Joint Spectrum Interference Resolution Online (JSIR-O) portal
  • Experience with NTIA EL-CID
  • Knowledge of standard engineering practices
  • Experience with automation tools or programming/scripting languages to aid in data analysis
