Responsibilities

  • Provide operational and administrative support to the MDA SMO (CED) under the Specialty Engineering Director.
  • Manage and maintain the Frequency Authorization tracker for all MDA missions with accuracy.
  • Develop, author, and submit System Certifications (DD1494) using STEPSTONE and EL-CID.
  • Develop, coordinate, and submit frequency authorization requests using Spectrum XXI (SXXI).
  • Develop, update, and maintain critical reports and databases for operations and engineering.
  • Troubleshoot EMI issues between developmental and deployed systems.
  • Document SOPs, workflows, and technical solutions to support knowledge sharing.
  • Develop and maintain Host Nation Coordination packets and Site Surveys for globally deploying systems.

Job description

MDR is looking for a skilled and motivated Electromagnetic Spectrum Manager to support the Missile Defense Agency (MDA) Spectrum Management Office (SMO) within the Office of the Chief Engineer. This role focuses on advancing mission-critical initiatives through comprehensive spectrum lifecycle management-including system certification, frequency authorization, interference resolution, and global deployment coordination.

What You'll Be Doing
  • Provide direct operational and administrative support to the MDA SMO (CED) under the Specialty Engineering Director.
  • Manage and maintain the Frequency Authorization tracker for all MDA missions, ensuring absolute data accuracy and consistency.
  • Develop, author, and submit System Certifications (DD1494) utilizing STEPSTONE and EL-CID programs.
  • Develop, coordinate, and submit frequency authorization requests utilizing Spectrum XXI (SXXI) for developmental, fielded, and new systems.
  • Develop, update, and maintain critical reports and databases to support operational and engineering activities.
  • Troubleshoot, analyze, and resolve electromagnetic interference (EMI) issues between developmental and deployed systems.
  • Document standard operating procedures (SOPs), workflows, and technical solutions to support knowledge sharing and team efficiency.
  • Develop, update, compile, and submit Host Nation Coordination (HNC) packets and Site Surveys for globally deploying systems.

What Desired Skills You'll Bring
  • Graduate of a military spectrum management school
  • 4+ years of experience within federal/DoW spectrum management
  • Ability to obtain / Active Top Secret / SCI security clearance
  • Experience with Spectrum XXI (SXXI)
  • Knowledge of the NTIA Manual (Redbook)
  • Experience with the GEMSIS suite (Stepstone, Host Nation Spectrum Worldwide Database Online [HNSWD-O], Joint Spectrum Data Repository [JSDR], Integrated Spectrum Desktop)
  • Knowledge of electromagnetic propagation modeling, wave behavior, and signal attenuation
  • Experience with Mat-lab or other programming languages
  • Knowledge of the Joint Spectrum Interference Resolution Online (JSIR-O) portal
  • Experience with NTIA EL-CID
  • Knowledge of standard engineering practices
  • Experience with automation tools or programming/scripting languages to aid in data analysis
