Job summary

Shenandoah Valley Electric Cooperative (SVEC) seeks an Electrical Engineer to advance system monitoring and control through SCADA integration and AMI support. You will coordinate with engineering, SCADA, and operations to ensure reliable switching, load management and protection schemes.

The role emphasizes collaboration, project coordination, and adherence to NERC/SERC RFC guidelines, with PE licensure preferred and ABET-accredited education essential.

Qualifications

  • Bachelor of Science Degree in Electrical Engineering required with emphasis in power systems preferred.
  • ABET accredited institution required.
  • Professional Engineer (P.E.) licensure preferred.

Responsibilities

  • Serve as technical liaison between SVEC’s electric system and SCADA to support advanced SCADA applications (DPF, SCA, FLISR, VVC, CVR).
  • Coordinate between engineering peers, SCADA, AMI, and assets to ensure reliable integration and day-to-day use of advanced SCADA tools.

  • Assist in developing switching procedures for O&M, emergencies, and planned activities.

Act as a resource to the electric system and operational technology for current and future conditions by applying prudent monitoring, maintenance, construction and technological solutions to provide the safest, most reliable service at the best possible value to members while achieving cooperative and departmental goals and objectives within established guidelines.

Directs: None


Responsibilities


  • Act as technical liaison between SVEC’s electric system and SCADA system by providing day to day advisement and support to system operations relating to advanced SCADA applications including but not limited to DPF, SCA, FLISR, VVC and CVR.

  • Act as coordinator between engineering peers, the SCADA system, the advance metering infrastructure (AMI) system, and electric system assets to ensure reliable integration of resources and successful day-to-day use of advanced SCADA applications including but not limited to DPF, SCA, FLISR, VVC and CVR.

  • Advise and support the manager of system operations in switching, SCADA and load management.

  • Advise the system operators in switching, SCADA and load management.

  • Assist in the creation of the switching procedures for the Overhead Operating Manual, emergency situations and planned activities as needed.

  • Shared responsibility for substations, including coordination with transmission owners, design, bidding, ordering, coordination and preparation of contracts and construction.

  • Responsible for budgetary tracking and reporting to help manage the financial position throughout the budgetary year

  • Maintain a basic knowledge of construction specifications and methods to assist/advise in operations and construction as needed.

  • Assist the system engineering department with the setup, maintenance and operation of the AMI system.

  • Assist the system engineering department with the setup, maintenance and operation of equipment and controls used by engineering and operations, such as recloser controls, regulator controls, electronic relaying, communications systems, etc.

  • Advise and assist with specialized installations of transformers, meters or other equipment.

  • Maintain basic knowledge of equipment and methods used in power quality analysis, stray voltage investigation, frequency spectrum, interference investigations, etc. to assist and/or analyze the measurements and investigations. Communicate the findings to the parties involved in terms consistent with their background.

  • Assist other engineers to perform engineering studies to monitor seasonal and annual performance of the system. These include studies of voltage drops, fault current, load balancing, equipment loading, etc. Perform individual case studies for such things as motor starting, sectionalizing problems, device settings, etc.

  • Maintain working knowledge of distributed generation interconnections on the system and the distributed resources interconnection requirements

  • Advise and assist the director of system engineering and director of system planning in fulfilling the responsibilities of those positions.

  • Advise and support the manger of key accounts in items related to any assigned responsibilities that affect their managed accounts.

  • Assist in special projects as necessary.


Job Related Qualifications

Education and Experience


  • Bachelor of Science Degree in Electrical Engineering required with emphasis in power systems preferred. ABET accredited institution required.

  • Professional Engineer (P.E.) licensure preferred.

  • 5 years of experience in an electric utility system preferred.

  • 2 years of experience in either electric system protection and control systems, planning or SCADA required.

  • 2 years of experience in substation construction and project management preferred.

  • Experience with NERC, SERC and RFC or similar regulatory bodies.

  • Some experience in computer programming.

  • Experience in drafting and AutoCAD preferred.

  • Supervisory experience preferred.

  • Experience with RUS regulations and contracting preferred.

  • Must be able to maintain professionalism and control under all circumstances.

  • Has and maintains a valid driver’s license and acceptable driving record and is able to operate SVEC vehicles.

  • Must become and remain certified in CPR and first aid. Must also be skilled in the use of safety equipment.

  • Ability to handle the challenge of operating efficiently under a very flexible schedule due to the number of unanticipated and unplanned requests for services from the various individuals, departments and outside contacts with whom this position is involved.

  • Ability to organize and coordinate material, delivery schedules, contract labor and construction schedules for substations and transmission lines to make sure nothing is forgotten and efficiency is maximized.

  • Possess effective techniques to research and access all sources necessary to fulfill position responsibilities.

  • Must participate in the on-call program for the operations center.

  • Proficient in Microsoft Office products including Excel and Word.

  • Must have access to reliable transportation to and from work.


Physical Requirements


  • Participation in SVEC job safety and training programs, relevant workshops, seminars and other SVEC-sponsored courses and events.

  • Must be able to use office equipment including telephone, computer, and other systems and related software in the performance of position responsibilities.

  • Must be able and available, during any and all types of weather conditions, to work weekends, holidays, evenings and other times outside normal duty hours to assist in service restoration and other emergencies that may arise or when the workload demands.

  • Must always maintain an operating telephone or personal communication device at their place of residence. Ability to contact the telephone or personal communication device must be made available to SVEC for the purpose of contacting the engineer to conduct legitimate routine and/or emergency business.

  • This position involves work inside and outside. Must be able to lift objects unassisted (up to 30 pounds). Some standing, walking, climbing, balancing, stooping, kneeling, crouching or crawling to a minimal degree.


Pay Range

$115,531.78 - $154,523.72


Actual compensation within this range will be based on the applicant’s experience, education and relevant certifications.
