Job summary

Organizational context

UNOPS Middle East Region (MR) provides strategic leadership and support across Iraq, Jordan, Lebanon, Syria, Yemen, and Palestine. The Amman Multi-Country Office (MCO) delivers solutions for development, peace, and humanitarian challenges through infrastructure, procurement, and project management. The Nexus Response Mechanism (NRM) programme in Syria, funded by the EU, focuses on strengthening resilience and recovery through an integrated approach, particularly in infrastructure rehabilitation.

Job purpose

The Electrical Engineer applies fundamental electrical engineering principles to analyze technical data and support the design, supervision, and documentation of electrical systems for infrastructure projects. This includes power supply, pumping systems, and solar energy systems. The role is crucial for ensuring high-quality design documentation, adherence to technical requirements, international standards, and Health, Safety, Social, and Environmental (HSSE) guidelines. The position contributes to the successful implementation of critical infrastructure interventions under the NRM programme, aiming to strengthen resilience and support sustainable recovery in Syria.

Responsibilities

The Electrical Engineer will support needs assessments for electrical systems in water supply and irrigation infrastructure, including power, pumps, control systems, and solar PV. Responsibilities include preparing, verifying, and reviewing electrical system designs, specifications, BoQs, cost estimations, and drawings. The role involves contributing to tender documents and proposal evaluations, and analyzing designs for compliance. Additionally, the engineer will support project planning, conduct site inspections, prepare reports, and oversee contract deliverables. Coordination of system testing, commissioning, training, and handover is required. The engineer will ensure contractor compliance with quality and HSSE plans, document meetings, and monitor project progress against schedule, budget, and quality standards. Reviewing design documentation for accuracy and suitability, preparing AutoCAD drawings, and managing project documentation are key tasks.

Education

A Bachelor’s degree or equivalent in Electrical Engineering or a related discipline from a recognized university is required, along with 2 years of relevant experience. Possession of Project Management Certificates and membership in a recognized professional engineering association are desirable.

Work experience

A minimum of 2 years of experience in the design or supervision of electrical systems works is required, including experience in designing solar photovoltaic (PV) systems and proficiency in AutoCAD. Experience with MS Office Suite, scheduling software, and previous work with international organizations is desirable.
