Job summary

The City of Roseville’s Electric Utility seeks an Electric Business Analyst I or II to track state and federal legislation, assess impacts on operations, and draft advocacy positions. You will build partnerships with coalitions and community groups and brief internal and external stakeholders.

The role integrates new policies into operations, coordinates utility tours and advocacy trips, and conducts educational workshops to advance department efforts.

Qualifications

• Bachelor’s degree in business administration, public administration, accounting, computer science, economics, mathematics or related field.
• One year of responsible experience as described for Analyst I or equivalent.
• Possession of a valid California driver’s license by date of appointment.

Responsibilities

• Track and analyze state and federal legislation, regulations, and codes to assess impact on utility operations.
• Develop formal advocacy positions and draft written correspondence to influence legislative action.
• Build and maintain partnerships with coalition partners and community organizations.
• Provide regular legislative and regulatory briefings and act as a spokesperson to internal and external stakeholders.
• Ensure enacted laws and regulations are integrated into departmental operations and compliance obligations.
