Job summary

The Oklahoma Health Care Authority (OHCA) seeks an EGID Contracts Monitor to coordinate RFPs, manage contracts, and oversee purchasing activities for the Employees Group Insurance Division (EGID).

The role requires cross‑functional collaboration with Central Purchasing and OHCA stakeholders to ensure timely procurement, compliance with requirements, and accurate contract records.

Responsibilities

  • Manage the EGID RFP process from initiation through contract award, including timelines and required documentation.
  • Coordinate with subject matter experts to ensure timely procurement activities and approvals.
  • Meet regularly with senior EGID staff and stakeholders to provide updates on upcoming and active RFPs and deadlines.
  • Collaborate with the Compliance Department to develop, standardize, and maintain the EGID RFP process and serve as SME for RFP requirements.
  • Create and maintain RFP SharePoint sites and ensure procurement materials and approvals are complete and accessible.
  • Maintain RFP events and procurement information in OHCA systems (e.g., PeopleSoft) and coordinate with Central Purchasing.
  • Serve as liaison among EGID, Central Purchasing, and OHCA areas regarding RFPs, contracts, and procurement requirements.
  • Keep current knowledge of Central Purchasing requirements and communicate changes to EGID stakeholders.
  • Manage existing contracts and contracts from the RFP process, including renewals, amendments, and related deadlines.
  • Review contracts and funding requirements; coordinate with General Ledger and financial stakeholders; assist with annual budgeting.

Salary: $71,630 / Annual

Work Schedule: Monday - Friday

Primary Hours: 8:00 a.m. - 5:00 p.m.

Position Purpose

The EGID Contracts Monitor is responsible for coordinating and managing Requests for Proposals (RFPs), contract administration, purchasing activities, and purchasing card functions for the Employees Group Insurance Division (EGID). The position manages RFP activities from planning through award, coordinates contract and funding requirements, maintains procurement and contract records, and serves as a liaison between EGID, Central Purchasing, and applicable OHCA areas.

This position also serves as the subject matter expert for the EGID RFP process, provides guidance to stakeholders regarding procurement requirements and timelines, maintains knowledge of Central Purchasing requirements, and supports timely completion of procurement, contracting, and purchasing activities.

Essential Functions May Include :
  • Manage the EGID RFP process from initiation through contract award, including developing timelines, coordinating required documentation and approvals, monitoring progress, and working with subject matter experts to ensure procurement activities are completed timely.
  • Conduct regular meetings with senior EGID staff and other stakeholders to provide updates on upcoming and active RFPs, identify outstanding items, and communicate required actions and deadlines.
  • Collaborate with the Compliance Department to develop, standardize, maintain , and coordinate the EGID RFP process and serve as the subject matter expert for RFP requirements and procedures.
  • Create and maintain RFP SharePoint sites and related records, ensuring prior procurement materials, required documents, approvals, and Central Purchasing documentation are complete and accessible.
  • Create and maintain RFP events and related procurement information in applicable OHCA and State of Oklahoma systems, including PeopleSoft, and coordinate with Central Purchasing throughout the procurement process.
  • Serve as liaison among EGID, Central Purchasing, and applicable OHCA areas regarding RFPs, contracts, procurement requirements, and related activities.
  • Maintain current knowledge of Central Purchasing requirements, standards, and procedures and communicate applicable changes to EGID stakeholders.
  • Manage existing contracts and contracts resulting from the RFP process, including monitoring contract periods, renewals, amendments, change orders, required approvals, and related deadlines.
  • Review and verify contract, invoice, and purchasing funding requirements; coordinate with General Ledger and other financial stakeholders; and assist with annual budget planning based on existing contractual obligations.
  • Maintain current contract tracking information and enter or update contract, requisition, purchase order, and related information in applicable OHCA and PeopleSoft system.
