Air Force Special Operations Command is seeking a program specialist to plan, administer, develop, and evaluate installation training and education services. The role requires meeting OPM standards and possessing the equivalent of at least one year at GS-11 or higher in related fields.
The position emphasizes adult education theories, curriculum development, and guidance counseling, with emphasis on program administration and safety compliance within a federal framework.
To be the single point of contact for planning, administering, developing, and evaluating the installation training and education services program.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Professional and Scientific Positions.
Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the areas described below. At least one course must have been from (1) or (2) below.

Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes formulating and accredited secondary, adult, and continuing education programs by applying advanced educational theories, curriculum design principles, and guidance counseling methodologies; administering comprehensive workforce development programs, benchmarking industry best practices and aligning organizational training with military and civilian strategic objectives; managing multi-source training budgets and resource allocations, forecasting facility, equipment, and contracting requirements while maintaining full fiscal and regulatory compliance; enforcing workplace safety, security, personnel management, and EEO policies, ensuring regulatory adherence and fostering an equitable, secure operational environment; elevating adult education initiatives by assessing organizational training needs, analyzing performance metrics, and restructuring programs within resource constraints without compromising quality; directing organizational operations and multidisciplinary teams, streamlining workflows, delegating responsibilities, and driving mission-aligned staff productivity.
Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
