Job summary

Air Combat Command is seeking a qualified candidate for a GS-1701 Child and Youth Program Specialist position. The role applies child and youth development theory, methodology, and practices to oversee and actively participate in School Age Care programs, promoting the physical, social, and mental well-being of youth on the base.

CONDITIONS OF EMPLOYMENT:

This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

QUALIFICATIONS:

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions + IOR for the GS-1701, General Education and Training Series.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:

Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included or was supplemented by major study in child or youth development, such as youth recreation, physical education, elementary education, secondary education, child development, psychology, social work, or an equivalent field of study.

OR Combination of education and experience -- Courses equivalent to a major in child or youth development, such as youth recreation, physical education, elementary education, secondary education, child development, psychology, social work, or an equivalent field of study, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study in a child development or youth-related field.

AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes which has equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of the position. My experience includes professional knowledge of the theories, principles, and techniques of educations and training and of child human growth and development to provide oversight and direct involvement in the School Age Care program, which maintains and improves the physical, social, and mental well-being of young children. Knowledge of learning and recreational activities and services, of participants' interests and needs, and the methods and processes involved in a School Age Care program, which enables me to effectively plan and conduct an enhanced variety of youth activities and services to meet specific needs of the base community. Skill in the effective use and management of financial, physical, and human resources sufficient to plan and carry out a school age program which meets the needs of the participating community.

OR EDUCATION:

Have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. My education was obtained in an accredited college or university. Note: You must submit a copy of your transcripts with your application.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:

Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-?09 level is required to meet the time-in-grade requirements for the GS-10 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):

Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Professional knowledge of child and youth development theory, methodology, and practices relating to physical, emotional, cognitive, and social development of children and youth. Knowledge of DoD certification, Boys and Girls Clubs of America (BGCA), 4-H and Council on Accreditation (COA) standards. Knowledge of safety and security and regulations, practices, and procedures including National Fire Protection Association (NFPA), Occupational Safety and Health Administration (OSHA), Food Services regulations, Environmental Protection Agency (EPA) regulations and requirements, and Consumer Product Safety Commission
