Job summary

The Commonwealth of Massachusetts seeks a strategic Secretariat Chief Information Officer to lead a large IT organization, drive modernization including cloud migration, and ensure compliant, secure, scalable services for agencies. You will manage 100+ staff, guide budgeting, vendor relations, and cross-agency collaboration in a hybrid work setting, reporting to senior leadership.

Qualifications

• Eight+ years in IT leadership, five+ in a managerial role.
• Experience leading large, complex IT organizations and budgets.
• Ability to translate technical issues into business implications.
• Proven procurement, contract, and vendor management experience.

Responsibilities

• Oversee day-to-day IT operations and foster collaboration.
• Lead modernization, cloud migration, and single sign-on initiatives.
• Define SOPs and redesign processes for efficiency.
• Develop staff, recruit, and advance Agile Scrum use with Jira/GitHub.
• Monitor progress, risks, quality of IT services and apps.
• Manage major IT procurements, RFPs, vendor evaluations, contracts.
• Provide performance reports to leadership and address gaps.
• Coordinate IT strategy with executives and governance committees.
• Act as primary incident contact and ensure timely updates.
• Ensure ADA accessibility across Secretariat applications.
• Oversee IT budget planning and expenditures, report to CFO/Undersecretary.
• Participate in meetings with EOTSS, EOE, and departments.
• Drive technology innovations and align Investments with priorities.
• Represent IT needs and investments to stakeholders.
