Job summary

The State of Connecticut, Department of Administrative Services (DAS), Bureau of Information Technology Solutions (BITS) seeks an ECM Solutions Developer to design, administer, and support document management solutions across state agencies. You will work with IBM Datacap, IBM Content Navigator, IBM FileNet, and IBM Enterprise Records to deliver reliable, user-focused services.

Ideal candidates will have strong systems analysis, project management, and problem-solving skills, plus experience

Qualifications

• Seven years of IT operations, programming, or related experience.
• Experience with large-scale document management systems preferred.
• Bachelor's degree or higher in information technology or related field.
• Substitution rules for degrees can apply for relevant experience.

Responsibilities

• Develop, administer, and support ECM solutions built on ICN, Datacap, FileNet, and IER.
• Troubleshoot issues in the document management ecosystem and optimize performance.
• Collaborate with teammates and agency partners on design and delivery.
• Contribute to long-term platform strategy and technology roadmap.
• Oversee project budgets, schedules, and vendor coordination.
• Provide training and support to staff on new procedures.
