Recognized as a leader in the water industry throughout California and nationally, the Eastern Municipal Water District (EMWD) provides water, wastewater, and recycled water services to nearly one million customers within a 682-square mile area covering Western Riverside and Northern San Diego Counties.
EMWD’s fleet includes approximately 200 light, 75 medium, and 75 heavy-duty vehicles, along with various off-road and construction equipment and trailers. The Fleet Services department manages all vehicle and equipment assets, including specifying, licensing, fueling, and equipping vehicles to meet organizational needs, as well as providing maintenance, repair, and regulatory services. It also evaluates asset lifespan and recommends replacements. Organized within the Administrative Branch, Fleet Services comprises six technicians, two mechanics, a service writer, an administrative assistant, a supervisor, and a manager, totaling twelve team members. EMWD has invested in clean energy initiatives, including electric vehicle charging stations, solar systems, and battery storage, supporting cost savings and GHG reduction. Currently, 95 electric vehicle charging stations are installed at the Perris headquarters, with many accessible to the public. The FY 2024-2025 operating budget for Fleet Services is $5.2 million, with a vehicle and equipment replacement budget of $8.2 million for FY23-24 and FY24-25.
Reporting to the Senior Director of Administrative Services, the Fleet Services Manager oversees vehicle and equipment repair, maintenance, and servicing. The role involves researching fleet needs, preparing studies and reports, and developing proposals aligned with EMWD’s Strategic and Operational Plans.
The ideal candidate should have supervisory experience in a fleet environment, with a strong understanding of automotive and fleet operations. They should be self-motivated, outgoing, and capable of engaging with the team, with a focus on integrity and customer service. Requirements include a high school diploma (12th grade), five years of supervisory experience in vehicle and equipment maintenance (including at least one year in a management role), and a valid California driver’s license (Class A). The candidate must also be able to maintain insurability under EMWD’s Vehicle Insurance Policy within six months of hire. Supplemental college courses in automotive technology, business administration, or public administration are desirable.
