WHAT YOU WILL DO:

The Training and Development Specialist IV performs highly complex (senior-level) training work. Works under limited supervision, with moderate latitude in the use of initiative and independent judgment.

YOU WILL BE TRUSTED TO:

• Create interactive e-learning modules, instructional videos, animations, and graphics using modern authoring tools.
• Partner with subject matter experts (SMEs) and high-level administrators to design and develop formal, comprehensive training programs.
• Navigate the Learning Management System (LMS) to build courses, manage user data, and maintain learning paths and assessments.
• Manage and audit training content to ensure full compliance with Section 508 accessibility requirements.
• Oversee multiple development projects from initial intake through final delivery using project management methodologies.
• Coordinate and administer web-conferencing activities and professional webinar sessions.
• Develop and implement tools to assess training impact and measure learner performance.
• Act as a resource and mentor for the training team, offering creative solutions and instructional design expertise.
• Facilitate meetings and deliver briefings to leadership regarding training strategies and project progress.
• Prepare professional proposals, reports, and documentation to support the agency's mission and continuous improvement.

YOU QUALIFY WITH:

• Three years of experience in positions that provided knowledge of training methods, techniques, and materials as related to individual development, education, and training programs; or in positions that provided knowledge of agency operation or programs which included giving group presentations.
• Relevant academic credits may be applied toward experience qualifications for this position.

YOU ARE A GREAT FIT WITH:

• Knowledge of instructional design models, principles, and techniques.
• Experience using Adobe suite (including Photoshop, Illustrator, and Premiere Pro) and Camtasia.
• Experience in developing curricula using e-learning authoring software such as Articulate 360, SoftChalk, Blackboard, or Moodle.
• Experience with current HTML5 and CSS3 standards.
• Experience with current responsive design techniques.
• Proficiency with Microsoft Suite, MS Teams, Zoom, or other authoring tools.
• Knowledge of Section 508 of the Rehabilitation Act accessibility requirements.
• Ability to create well-structured and grammatically correct materials that meet the needs of the audience.

Duty involves up to 10% travel within the state of Texas.
