Job summary

Texas Health and Human Services Commission (HHSC) seeks an experienced eLearning Developer I in Austin, TX to design, develop, and deploy instructor-led and eLearning courses using recognized ISD models. The role collaborates with subject matter experts, stakeholders, and the Learning and Development team to deliver accessible, engaging content aligned with agency standards.

The position emphasizes multimedia development, course maintenance, and continuous improvement, with telework eligibility

Brief Job Description

The Learning Resource Network (LRN) Learning and Development eLearning Developer I performs complex instructional design and eLearning development work under the direction of the Learning and Development Director. Work involves designing, developing, delivering, and maintaining instructor-led and eLearning curricula and instructional design technology, including content creation, video production, simulations, demonstrations, gamification, animation, and other instructor-led and eLearning outputs. Work includes collaborating with subject matter experts, business owners, stakeholders, and team members to develop accessible, engaging, plain-language learning materials that align with adult learning principles, HHS branding standards, and applicable accessibility requirements. The position uses instructional design models, eLearning tools, and learning technologies to support course development from project planning through deployment. Works under limited supervision with considerable latitude for the use of initiative and independent judgment.


Essential Job Functions (EJFs)

Instructional Design and Course Development

Designs, develops, and delivers instructor-led, virtual instructor-led, hybrid and eLearning courses, using ADDIE or Dick and Carey's Instructional System Design Model, related to HHS required training, HR policy training, legislatively mandated training, administrative training, HHS system training, professional development training, and audit training. Develops customized instructional materials including instructor guides, participant guides, presentations, videos, job aids and interactive learning activites. Coordinates the review process through subject matter experts, business owners, stakeholders, and Learning and Development Director. (40%)


Course Build, Multimedia Development, and Deployment

Creates all components of a course from development through deployment including course outlines, high-level design documents, measurable learning objectives, instructional methods, course structures, course content, video scripts, video production, storyboards, assessments, interactivity, SCORM packages, and course themes. Applies graphic design techniques to create modern, cohesive and visually appealing instructor-led and eLearning Builds learning design experiences based on the required learning outcomes courses. Complies with the HHS Brand Guide and accessibility requirements for all courses. (20%)


Course Maintenance and Continuous Improvement

Modifies and enhances existing instructor-led and eLearning courses by conducting ongoing reviews through evaluations, HHS Training email box feedback, business owner feedback, policy changes, legislative mandates and audit findings. Follows scheduled maintenance of LRN instructor-led and eLearning courses, such as HR Policy training, HHS required training, legislatively mandated training, administrative training, HHS system training and audit training. Maintains detailed revision logs for each eLearning course. Recommends and implements revisions when necessary to improve learning outcomes which helps ensure learner retention. (10%)


Project Coordination and Implementation Support

Maintains instructor-led and eLearning course project plans to include all instructional design tasks throughout an assigned course project. Integrates Chapman Alliance eLearning levels to determine time estimates for each course project and duration of each instructor-led and eLearning course. Facilitates train-the-trainer sessions and observes pilot sessions. Coordinates deployment and communication plans with LRN staff. (10%)


Accessibility, Plain Language, and Quality Review

Reviews instructor-led and eLearning content for accessibility, usability, plain language, and readability. Ensures training materials comply with applicable accessibility requirements, including screen reader functionality, keyboard navigation, color contrast, reading order, alternative text, accessible fonts, closed captioning, and related standards. Writes and edits training content using plain language using agency standards. Ensure compliance with all state and federal accessibility laws and agency requirements. (10%)


Collaboration and Learning Strategy

Consults with subject matter experts, business owners, stakeholders, and team members to gather content, clarify learning needs, and identify appropriate instructional approaches. Uses interviews, focus groups, content analysis, and learner-centered design strategies to create case studies, activities, exercises, simulations, and other learning solutions. Provides guidance on instructional design practices and adult learning principles to support effective course development. Researches modern instructor-led and eLearning methods and trends. (10%)

Additional Information


  • This position is located in Austin, TX and may allow a hybrid telework schedule with required on-site work at the HHS North Austin Complex. Telework is subject to change based on business needs and management directives. When telework is allowed, it requires reliable personal internet and a workspace that supports the protection of confidential information.

  • Employment offers depend on available budgeted funds. Salary will be set per budget limits, HHSC starting salary guidelines, and within the posted range.
