Job summary

Lone Star College-North Harris is seeking a Division Operations Manager to lead the division's administrative, financial, and human resources operations, including scheduling, budgeting, payroll, purchasing, and staff supervision.

As a key member of the instructional Deans' leadership team, you will plan annual budgets, monitor expenditures, manage various personnel processes, and ensure compliance with reporting requirements and accreditation related activities.

Qualifications

  • Bachelor's degree and at least 3 years of experience or equivalent mix of education and experience.
  • Experience with budgeting, purchasing, payroll, and financial administration is essential.
  • Strong written and verbal communication skills are required.

Responsibilities

  • Manage full-time and part-time staff; assign tasks, set priorities, and provide coaching.
  • Develop and monitor division budgets; track expenditures and prepare revisions.
  • Oversee scheduling, payroll, purchasing, and related reporting.
  • Ensure accuracy of course offerings, catalogs, and program information.

Job Description

PURPOSE AND SCOPE:

As an integral part of an instructional Dean's division leadershipteam, the Division Operations Manager manages the administrative,financial, and human resources operations for the division,including but not limited to course schedules, budgeting, payroll,purchasing, and supervision of administrative support staff. Inconjunction with the division's leadership, the Operations Managerplans the annual budgets for the division and monitors/reconcilesexpenditures to ensure they are within the authorized budget.Oversees expenditures of grants and contracts and maintains relatedfiscal records. Manages various personnel, payroll, and hiringfunctions, and serves as liaison to a variety of LSC departments.Serves as active member of the LSC-wide DOM Council.

ESSENTIAL JOB FUNCTIONS:
  1. Manages full-time and part-time employees; makes assignments,sets priorities, and provides training, counseling, and coaching asneeded
  2. Manages the development of the division's annual operationaland capital budgets; tracks expenditures and prepares journalentries and budget revisions as required
  3. Completes budget vs. cost analyses throughout the year, inaddition to expense projections, trend reports, and ad hoc reports,as required
  4. Manages the building of credit/non-credit schedules to ensurethat students can enroll in the division's course offerings,faculty are paid appropriately, appropriate fees are collected, andState reporting is accurate; ensures that the division's schedules,catalogs, and various publications reflect accurate courseofferings and program information
  5. Manages the purchasing of goods and services, includingpreparation and evaluation of quotes and bids, preparation ofrequisitions, and receipt of goods and materials
  6. Manages faculty and staff payroll, as well as hiring processesfor part-time faculty and students; this includes but is notlimited to time-reporting, employment verification, backgroundcheck authorizations, identifying overloads and stipends, verifyingmultiple payroll and benefits forms, and credentialsverifications)
  7. Ensures Memorandums of Assignment, Memorandums ofUnderstanding, Faculty Workload forms, and retirement documents forpart-time faculty and Extra Service Agreements for full-timefaculty are completed appropriately each semester
  8. Ensures that reporting procedures and approvals are in placeand communicated for travel and other expenses and that LSC expensereporting policies and procedures are followed
  9. Compiles information, analyzes data, and provides a variety ofreports on enrollment, room utilization, faculty workload, andother areas for Instructional Deans and Divisions
  10. Manages or participates in activities associated with SACSaccreditation, program accreditation, search committees, civilrights training, and other miscellaneous LSC and initiatives asneeded
  11. Identifies, develops, and implements administrative bestpractices and re-engineers processes as needed; ensures changes aredocumented and communicated to employees
  12. Responsible for other reasonable related duties asassigned
KNOWLEDGE, SKILLS, AND ABILITIES:
  • Knowledge of educational institutions is helpful
  • Strong interpersonal and facilitation skills
  • Outstanding written and verbal communication skills
  • Skills in areas of purchasing, budgeting, financialadministration, financial reporting, and personneladministration
  • Strong initiative and analytical skills
  • Strong skills with computer applications (especially MicrosoftOffice Suite), including extracting queries and creatingreports
  • Ability to multi-task and maintain attention to detail whilemeeting tight deadlines
  • Ability to work with minimal supervision and maintainconfidential information
PHYSICAL ABILITIES:

The work is sedentary. Typically, the employee sits comfortably do the work. However, there may be some walking; standing; bending;carrying of light items, such as papers, books, or small parts; ordriving an automobile. No special physical demands are required toperform the work.

WORK SCHEDULE AND CONDITIONS:
  • Equipment used includes, PC workstation running on a LAN in aMicrosoft Windows environment, calculator, phone and other generaloffice equipment
  • Internal and external contacts as needed to carry out thefunctions of the position
  • Work is performed in a climate-controlled office with minimalexposure to safety hazards
REQUIRED QUALIFICATIONS:
  • Bachelor's degree and at least 3 years of experience, or anequivalent combination of education and experience
Salary

Hiring salary range is $54,528 - $62,708

Lone Star College provides a hiring salary range for all postedfull-time non-faculty positions. Where your salary offer would fallin that range is determined by your related experience andeducation.
