Job summary

Massachusetts Department of Transportation (MassDOT) is seeking a Civil Engineer III to oversee the District Permit Section in Northampton, MA. The role involves reviewing highway access permits, traffic analysis, drainage reviews, and ensuring compliance with MassDOT policies and state regulations.

The incumbent will coordinate with district and HQ teams, perform inspections, and assist in MEPA reviews and permit-related projects.

Qualifications

• Four years of full-time or equivalent part-time civil engineering experience in construction, survey, design, transportation, hydraulics, structural, sanitary, drafting, environmental, highway, or materials.
• At least two years must be in a professional capacity or an equivalent combination of required experience and substitutions.
• Substitutions allow a higher degree to replace years of experience as described.

Responsibilities

• Perform customer service with permit applicants to ensure streamlined MassDOT permitting.
• Prepare and process State Highway Access Permit Applications per MassDOT policies.
• Recommend engineering design modifications to mitigate traffic and impacts.
• Coordinate permit reviews with district office and headquarters.
• Inspect permits to ensure compliance with MassDOT policies.
• Review encroachments and work with stakeholders to resolve issues.
• Participate in meetings related to highway mitigation and MEPA reviews.
• Oversee special permit activities such as filming requests and oversized loads.
• Provide guidance to consultants and public entities to ensure proper review and issuance.
