Position Summary

Incumbents of positions in this series prepare or review plans, designs, specifications and cost estimates for engineering projects; prepare and/or review reports, studies and analytical data; perform calculations relating to engineering problems; perform engineering surveys; inspect construction and/or maintenance work; and perform related work as required.The basic purpose of this work is to perform professional engineering duties in such areas as highways, bridges, buildings and facilities all in accordance with sound engineering principles, applicable laws, regulations and standards.

Duties and Responsibilities

The incumbent in this role will serve as a member of the District 5 Traffic Design & Safety unit. Responsibilities encompass a broad spectrum of duties to ensure efficient and effective delivery of transportation projects, access permits and traffic mitigation for private developments while upholding the highest standards of quality and compliance with regulatory requirements.Key duties include reviewing engineering plans, specifications, and estimates on large-scale transportation projects, leading and conducting traffic engineering field investigations, conducting thorough inspections of traffic signals and ITS equipment, reviewing traffic engineering studies and data to ensure compliance with applicable standards, and providing technical Traffic Engineering assistance and recommendations on requests from municipalities, elected officials, and the public. Additionally, this role will have direct responsibility for supervising and supporting junior Traffic Design and Safety unit members.

  • Supervise and coordinate the activities of subordinates in the Traffic Design & Safety unit, to include workload management and performance management.
  • Review traffic engineering plans, designs, specifications, and cost estimates throughout the design process for MassDOT projects, highway access permits, and mitigation programs for private developments, in accordance with sound engineering principles and practices, applicable regulations, standards, and technical specifications.
  • Design and review traffic signal plans, signal timing and coordination plans, pavement markings, signs, and traffic management plans for all Traffic related activities.
  • Assist the Design & Safety unit with the Intersection Control Evaluation (ICE) process during preliminary design phases and provide recommendations on applicable control strategies.
  • Assume a lead role in the investigation of Traffic Design & Safety related requests/concerns, including (but not limited to) truck exclusions, speed zoning, sight distance measurements, sign and pavement marking inventories, and all other requests from State Representatives, Senators, town officials and private citizens.
  • Assume a lead role during traffic signal inspections to ensure proper operation and compliance with contract documents and accepted standards.
  • Support the Traffic Operations & Maintenance unit with the review of traffic management plans and shop drawings for signal equipment, mast arms, span wires, etc., for annual maintenance contracts and/or construction projects.
  • Lead and conduct field reviews of traffic signals, guide signs, and pavement markings to ensure compliance with MassDOT and MUTCD standards and recommend improvements.
  • Review and perform traffic engineering analyses and make sound recommendations based on findings and data.
  • Prepare and review work orders for the installation of highway signage.Provide recommendations on types and placement of signage.
  • Support the Traffic Design & Safety unit in the review and application of MassDOT’s Supplemental Sign Program. Coordinate initial application review.
  • Support other District sections and Headquarters Traffic & Safety in addressing transportation project challenges and facilitating solutions.
  • Represent the District Traffic Design & Safety unit at meetings with various internal and external stakeholders. Prepare meeting minutes and summaries.
  • Perform related Traffic Design & Safety duties, as assigned or required.
This position is eligible for a five-thousand dollar ($5,000) signing bonus (“Signing Bonus”) if you are newly hired at MassDOT. Current MassDOT employees are not eligible for the Signing Bonus. The Signing Bonus will be paid in two parts: 1) $3,000 (less applicable taxes) included in the employee's first paycheck. 2) $2,000 (less applicable taxes) after the successful completion of the employee’s probationary period.

Qualifications
Minimum Entrance Requirements

Applicants must have at least (A) four years of full-time, or equivalent part-time, technical or professional experience in civil engineering work in such areas as construction, survey, design, transportation, hydraulics, structural, sanitary, drafting, environmental, highway, architectural, airport, soils and materials, of which (B) at least two years must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions

I. An Associate's degree with a major in civil engineering** or civil engineering technology** may be substituted for a maximum of one year of the required (A) experience.*

II. A Bachelor's degree with a major in civil engineering** or civil engineering technology**, may be substituted for a maximum of two years of the required (A) experience.*

III. A Graduate degree with a major in civil engineering**, may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.*

**NOTE: The terms civil engineering and civil engineering technology include related engineering disciplines such as construction, survey, design, transportation, hydraulics, structural, soils, sanitary, environmental, drafting, highway, architectural, mining, airport and materials.

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.

SPECIAL REQUIREMENT: Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator's License may be required.
