Job summary

ICF in California is seeking a Deputy Project Manager – Operations to support Los Angeles County's federal disaster recovery grant programs, guiding field teams and coordinating construction activities to rebuild housing and strengthen communities.

You will manage day-to-day operations, ensure compliance with HUD CDBG-DR/CDBG-MIT and local building codes, and lead staff across inspectors, engineers, and contractors, with travel across LA County as needed.

Qualifications

• Bachelor’s degree in Construction Management, Engineering, Architecture, or related field.
• 3–5 years of experience in construction management or field operations, disaster recovery a plus.
• Experience managing multidisciplinary field teams and coordinating with inspectors, engineers, and contractors.

Responsibilities

• Oversee day-to-day operations and logistics of field personnel across LA County.
• Coordinate field construction activities, inspections, and contractor work for quality and timeliness.
• Develop and refine construction processes and SOPs to improve efficiency and consistency.
• Ensure compliance with HUD CDBG-DR/CDBG-MIT and state codes and standards.
• Provide leadership, training, and performance coaching to field staff.
• Coordinate with officials, contractors, and program managers to align activities and resolve issues.
• Prepare reports and updates for grant compliance and stakeholder communication.
• Maintain project schedules, milestones, and identify risks to timelines.
• Review plans and contractor submissions for compliance with requirements and budgets.
• Travel across LA County for site visits, training, and outreach.
