Job summary

ICF is seeking a Damage Assessor / Construction Manager to assist Los Angeles County with managing federal disaster recovery grant programs and supervising residential construction activities. The role focuses on inspections, cost estimating, environmental compliance, and coordination with local agencies.

Qualifications

  • Bachelor’s degree in Construction Management, Engineering, Architecture or related field preferred.
  • 3+ years of experience in CDBG-DR construction management, inspections, and damage assessments.
  • 5+ years of relevant experience may substitute for education requirements.
  • Proficiency with the latest Xactimate version for damage assessments, scope development and cost estimating.
  • Knowledge of IRC 2024, IBC 2024, LA County and CA Building Code, and resilient residential construction practices.
  • Strong oral communication and interpersonal skills to explain codes and policies and resolve issues.

Responsibilities

  • Provide field-based construction management services and inspections.
  • Manage housing rehabilitation, reconstruction and new construction as projects move to construction.
  • Conduct inspections and assessments of qualifying damage and estimate costs.
  • Coordinate pre-bid walkthroughs and pre-construction meetings with builders and homeowners.
  • Review damage assessments and cost estimates and monitor progress against scopes.
  • Coordinate with building departments and stakeholders for code compliance.
  • Incorporate environmental requirements into scopes of work.
  • Serve as primary field contact for construction progress during active build.
  • Handle additional tasks as assigned.
