Job summary

The Salvation Army St. Louis Division is seeking a Disaster Recovery Services Construction Manager to apply expertise in disaster recovery, repair and rebuild oversight, and cost estimates. This full-time role is based in St.

Louis, MO, collaborating with Disaster Case Managers to support survivors. Responsibilities include developing scopes of work, coordinating with inspectors and departments for code compliance, and guiding volunteers and contractors to complete projects on schedule.

Qualifications

• Bachelor’s degree or 3–5 years of related experience and/or training, or an equivalent combination.
• Strong knowledge of building codes, permitting requirements, and construction standards.
• Demonstrated ability to manage, direct, and supervise multiple construction projects.
• Proficiency in standard office functions, including computer use, phone communication, and related tasks.
• Ability to occasionally lift up to 25 pounds.

Responsibilities

• Collaborate with Disaster Case Managers during home visits to assess damage and prepare project estimates.
• Review homeowner agreements and obtain written consent before construction begins.
• Ensure each project has a clear, approved scope of work.
• Maintain relationships with inspectors and ensure code compliance.
• Coordinate with county/city departments to meet regulations.
• Procure materials, equipment, and tools for repair/rebuild projects.
• Coordinate volunteers, contractors, and inspectors to meet timelines.
• Travel extensively throughout the St. Louis Region and Central Missouri to oversee activities.
