Qualifications

  • HQs or NSPIRE Inspector certification preferred but not required.

Responsibilities

  • Act as primary field contact for monitoring progress during active build phases.
  • Provide timely feedback to applicants, contractors, and Project Manager.
  • Notify Project Manager of schedule deviations and monitor subcontractor safety.
  • Ensure project documents are completed, collected, and signed promptly.

Job description

SLSCO, Ltd. is seeking a Damage Assessor/Construction Manager to assist STL Recovers in managing disaster recovery efforts in the greater St. Louis, MO area, following tornado damage sustained in May 2025. The ideal candidate will have construction experience with federally funded programs, particularly through the U.S. Department of Housing and Urban Development's (HUD) Community Development Block Grant - Disaster Recovery (CDBG-DR) and/or other Community Development Block Grant - Mitigation (CDBG-MIT) allocations. A solid understanding of additional federal disaster recovery programs and applicable cross-cutting requirements is also essential.

Position requires onsite work in and around the St. Louis, MO area. Candidates must live within commutable distance

Key Responsibilities
  • Collaborate within a team to provide expert services supporting disaster recovery efforts, focusing on residential construction inspections, assessments, cost estimating, and compliance with environmental requirements (e.g., lead-based paint, asbestos, mold).
  • Perform site inspections to estimate costs for qualifying damage and determine the scope of construction work needed.
  • Conduct pre-bid walkthroughs and pre-construction meetings with builders and homeowners for rehabilitation of housing projects.
  • Conduct Tri-Party Agreement contract walk-through meetings with builders and homeowners for rehabilitation of housing projects.
  • Review and analyze damage assessments, inspection reports for previous repairs, and estimated cost of repair reports.
  • Coordinate and conduct milestone inspections during active construction projects to verify that work aligns with approved scopes.
  • Create independent cost estimates, review builder change orders, and ensure compliance with quality standards and cost reasonableness policies.
  • Coordinate with building departments, municipalities, and stakeholders to meet all inspection requirements and ensure local code compliance.
  • Incorporate site-specific environmental requirements into scopes of work and construction activities.
  • Manage construction activities and serve as the primary field point of contact for monitoring construction progress once projects enter the active build phase.
  • Communicate effectively with applicants, contractors (builders), and team members.
  • Inspect jobs in accordance with approved policies, procedures, plans, change orders, or revisions.
  • Maintain positive relationships with all program participants.
  • Provide timely feedback to all parties involved in projects, including subcontractors and the Project Manager.
  • Notify the Project Manager promptly of any schedule deviations.
  • Monitor subcontractor compliance with site safety requirements and report any unsafe conditions immediately.
  • Ensure project documents are completed, collected, and signed promptly.
  • Perform daily, weekly, and monthly reporting and data collection duties as assigned by the management team.
  • Carry out other duties, as assigned.
Basic Qualifications
  • Bachelor's degree in Construction Management, Engineering, Architecture, or a related field (preferred).
  • A minimum of 5 years of experience in CDBG-DR construction management, conducting inspections, and damage assessments.
  • 10+ years of relevant experience may substitute for educational requirements.
  • Proficiency with the latest version of Xactimate for damage assessments, scope development, and cost estimating (required).
  • Knowledge of IRC 2024, IBC 2024, and resilient residential construction practices.
  • Strong oral communication and interpersonal skills, with the ability to explain building codes, inspection findings, and program policies, and to resolve construction-related issues among multiple parties.
  • Capacity to manage multiple projects and tasks simultaneously in a fast-paced environment.
  • Ability to work independently or collaboratively within a multidisciplinary team.
  • Proficiency in Microsoft Office Suite (Excel, Word, Outlook).
  • Housing Quality Standards (HQS) or NSPIRE Inspector certification is preferred but not required.
