Job summary

Horizon House, Inc. is seeking a qualified Fiscal Operations Director to oversee financial support for program service areas. The role collaborates with service delivery management to align with the Agency Fiscal Department and maintain strong internal controls.

The position reports to the Controller and requires a BA/BS in accounting or finance, 6+ years of supervisory experience, and strong knowledge of accounting principles and automated systems. Competitive benefits are offered.

Qualifications

• BA/BS in Accounting, Business Administration or Finance required.
• At least 6 years supervisory/management experience.
• Proficiency with Microsoft Office applications (Excel, Word).
• Strong knowledge of accounting principles.
• Working knowledge of automated accounting systems.
• Good communication skills.
• Strong analytical and computer skills.
• Detail oriented and able to work independently.

Responsibilities

• Develop and oversee programmatic internal fiscal review functions ensuring compliance.
• Oversee continuous improvement of program fiscal processes to achieve best practices.
• Develop, update and maintain policies and procedures for program fiscal operations.
• Assist and review annual program budgets; maintain accounting records for program services.
• Analyze operational service gaps with Controller and recommend action plans; ensure follow-up.
• Review monthly financial reports including budget-to-actual and payroll ledgers.
• Oversee Philadelphia Representative Payee Program accounts and systems, with staff supervision.
