Job summary

Horizon House, Inc. is seeking a full-time Program Director to oversee operations across multiple service sites within the Bucks County Developmental Services Division.

The role focuses on delivering HCBS to adults with cognitive impairments and mental health needs, with an emphasis on quality and compliance. The ideal candidate holds a Bachelor’s in human services or related field (Master’s preferred), 3–5 years in I/DD, and at least 3–5 years of supervisory experience, plus strong

Qualifications

• Bachelor's degree in human services, social sciences, health care, or related field.
• Master’s degree preferred.
• Minimum 3–5 years of experience in I/DD or related behavioral health services.
• At least 3–5 years of supervisory experience.
• Strong communication, organizational, and analytical skills.
• Must have valid driver’s license and ability to travel locally.

Responsibilities

• Manage and supervise operations and staff at multiple service sites delivering HCBS.
• Design and ensure implementation of services to facilitate client skill development.
• Promote continuous quality improvement and program growth.
• Provide intervention and supports to enhance continuity of service.
• Develop and monitor systems to ensure staff and client service quality.
• Ensure compliance with licensing standards and prepare Plans of Correction as needed.
• Oversee budgets including staff salaries within approved limits.
• Coordinate recruitment, training and performance of staff with Director and HR.
