Job summary

AIR is seeking a Director of Pre-Award Contracts to provide strategic and operational leadership across the contracting lifecycle from capture to execution of awards. The role reports to the VP, Contracts, Grants and Procurement and includes managing a team, driving risk management, and enabling enterprise-wide efficiency.

The position supports a hybrid remote/work-from-office model within the United States with travel for meetings and conferences, reporting to the Vice President and aligning

Qualifications

• Bachelor’s degree in Business Administration, Public Administration, Supply Chain Management, or related field.
• 12+ years of progressive experience across contracts, grants management, procurement, or related functions.
• 5+ years in people management and leadership responsibilities.
• Deep knowledge of federal/state contracting and grants regulations (FAR, Uniform Guidance).

Responsibilities

• Lead development and execution of enterprise-wide strategies for pre-award contracts.
• Oversee pre-award contracting processes including solicitation, evaluation, and negotiation.
• Ensure compliance with federal/state regulations and internal policies.
• Drive process improvements for efficiency, transparency, and service delivery.
• Lead and develop a high-performing team with clear goals and succession planning.
• Partner with cross-functional teams to align project execution and client engagement.
• Provide leadership insights on metrics, audits, and risk trends.
