Job summary

Hively is seeking a Contracted Slots Program Director to lead the rollout of the Measure C subsidized child care initiative across Alameda County. You will oversee outreach, eligibility, enrollment, contracting, and compliance, ensuring equitable access for infants and toddlers, families facing housing insecurity, and other priority groups.

Qualifications

• Bachelor’s degree in Public Administration, Business, Social Services, or related field (Master’s preferred).
• 10+ years of progressive leadership experience in public-sector, nonprofit, or subsidy/funding programs.
• Strong project management, organizational, and communication skills.
• Experience translating complex policies into practical operational systems.

Responsibilities

• Lead and scale the Contracted Slots program, adding ~1,400 subsidized slots across Alameda County.
• Develop policies, workflows and SOPs from contract requirements.
• Manage a high-performing team and oversee slot lifecycle from outreach to closeout.
• Ensure compliance, budgeting, and data reporting aligned with First 5 Alameda County.
