Job summary

Hively in Oakland, CA is seeking an Operating Grants Program Director to lead a major new initiative within Measure C Subsidized Child Care. You will oversee the launch, scale to ~225 centers and 400 FCC owners, and manage a multi-disciplinary team across grants, data, compliance and technology.

This senior role requires public-sector leadership, a Bachelor's and 10+ years experience, and a proven ability to turn policy into practical systems while prioritizing equity and accessibility for

Qualifications

• Bachelor’s degree or higher in a relevant field; Master’s preferred.
• 10+ years managing complex public-sector or nonprofit grant programs.
• Experience leading large, diverse teams with equity at the center.
• Ability to translate complex policies into practical systems.
• Strong project management and communications skills.

Responsibilities

• Lead implementation, scaling and refinement of the Operating Grants program across Alameda County.
• Translate requirements into clear policies, workflows and procedures.
• Oversee grant lifecycle including outreach, eligibility, calculation, contracting, payment, and compliance.
• Build accessible, equitable provider experiences across languages and tech access.
• Develop subcontracting with AP agencies and tech partners.
• Provide data, reporting and performance analysis under RBA framework.
• Collaborate with Finance and Compliance to ensure fiscal controls and audit readiness.
• Engage with community partners and stakeholders to solicit feedback.
