Job description

Join to apply for the Director of Maintenance Operations role at Cincinnati Metro

Manage the daily operation of the Maintenance Department, including Fleet Maintenance and Services Facilities and Grounds Maintenance, through efficient and cost-effective operations to ensure safe, on-time, clean, and friendly service to our community, passengers, and employees. Plan, organize, and direct these functions and employee teams to fulfill SORTA’s policies, plans, and objectives, and to help the organization become a world-class leader in the transportation industry and the community served by SORTA. Ensure a high level of collaboration and teamwork with Maintenance Technical Services and work closely with the Director of Maintenance Technical Services to achieve goals and expectations.

Essential Functions
  1. Collaborate with the Director of Technical Services to achieve organizational and department goals and strategic plans. Oversee fleet and facility maintenance functions, including Operating Divisions, fleet servicing, Access maintenance, major support and repair functions, fare systems, and facilities and grounds maintenance.
  2. Ensure proper maintenance of all vehicles and equipment, including revenue vehicles, support vehicles, and maintenance and facility equipment.
  3. Develop and lead initiatives for continuous improvement in maintenance operations, labor relations, equipment utilization, reliability, cleanliness, and cost management.
  4. Develop strategies to meet or exceed performance goals, monitor results, and recognize achievements.
  5. Promote exemplary customer service, open communication, collaboration, and professional development among staff.
  6. Lead employee teams to build engagement, improve productivity, and enhance fleet reliability and customer satisfaction.
  7. Develop and implement maintenance plans, including performance management, workforce planning, safety, preventive maintenance, and cost analysis.
  8. Ensure compliance with work rules, safety processes, policies, and collective bargaining agreements.
  9. Manage the Fleet and Facilities Budget, including projections, capital funding, and planning.
  10. Ensure effective daily vehicle availability and oversee contracted maintenance operations.
  11. Collaborate with other departments to achieve operational performance goals.
  12. Support employee development through training and professional growth initiatives.
  13. Assist in labor contract negotiations and administration, including grievance resolution.
  14. Support EEO, Affirmative Action, and DBE policies.
  15. Serve as an Essential Employee during emergencies or weather events.
  16. Manage safety programs and ensure regulatory compliance.
  17. Develop and maintain Maintenance Department policies and procedures.
  18. Utilize maintenance information systems effectively.
  19. Ensure compliance with the Authority's Emergency Response Plan.
  20. Monitor performance and attendance of direct reports, and recognize or discipline as necessary.
  21. Maintain a positive, inclusive work environment.
  22. Work in accordance with safety and security policies.
  23. Perform other duties as assigned.
Position Qualifications

Competency Statements: Excellent communication, customer focus, employee development, leadership, integrity, and proficiency in multitasking, data analysis, and project management.

Education

College degree in Business Administration or related field plus 8 years of progressive experience in transit or fleet management, or 4 additional years of relevant experience in lieu of a degree.

Experience

Minimum 5 years of senior maintenance management experience in a medium to large transit authority, including experience with alternative fuels, budgeting, construction, heavy maintenance, and labor law. Experience with large fleet maintenance, capital projects, and information systems is also required.

  • Technical knowledge in large vehicle maintenance and repair.
  • Knowledge of bus and vehicle design, preventive maintenance, budgeting, and federal regulations.
  • Leadership and relationship-building skills.
  • Project management and organizational skills.
  • Flexibility to work hours as needed, including emergencies.
  • Proficiency with maintenance management systems, procurement, payroll, and office applications.
