Job summary

TechSur Solutions in the DC metropolitan area seeks a Director/Sr. Manager to lead and scale the federal proposal function.

This leadership role oversees proposal coordinators, sets schedules, ensures compliance, and coordinates across Capture, Solutions, Pricing, and Executive teams to deliver high-quality submissions. The role requires managing multi-volume, multi-phased federal proposals, driving color team reviews, and supporting win strategies with executive leadership.

Qualifications

• 5+ years of federal proposal management experience.
• Proven success leading large, complex federal proposals.
• Strong understanding of FAR-based solicitations and evaluation criteria.
• Experience managing multi-volume and multi-phased proposals.
• Demonstrated ability to lead proposal teams under tight deadlines.

Responsibilities

• Lead complex federal proposals (IDIQs, BPAs, task orders, GWACs).
• Develop proposal schedules, compliance matrices, and production plans.
• Drive color team reviews (Pink, Red, Gold) and executive approvals.
• Ensure full compliance with Section L/M requirements.
• Oversee final production and on-time submission.
• Manage and mentor proposal coordinators and proposal managers.
• Build scalable processes, templates, and governance structures.
• Establish repeatable proposal infrastructure and content management practices.
• Partner with CGO, Director of BD Operations, and Capture to support win strategies.
• Participate in bid/no-bid decisions.
• Ensure win themes and discriminators are clearly reflected across volumes.
• Support executive summaries and oral presentations as needed
