Job summary

Shelter House is seeking a Director-level Program Director to oversee Kennedy Emergency Shelter operations at the Fort Belvoir location in Virginia. The role leads Emergency Shelter, Hypothermia, Drop-In, and Outreach services and drives program excellence aligned with the agency’s iC.A.R.E.

values. The successful candidate will supervise multiple program leads, ensure HMIS compliance, and collaborate with county and community partners to support the Ten-Year Plan to prevent and end

Qualifications

• Bachelor's degree in Human Services or related field (or equivalent experience).
• Four+ years of progressive leadership, program management, and staff supervision experience.
• Demonstrated excellence in customer service, communication, team building, and leadership.
• Valid driver's license.

Responsibilities

• Provide leadership, direction, and oversight for Emergency Shelter, Hypothermia, Drop-In, and Outreach programs.
• Actively participate in CoC meetings to strengthen partnerships and support the Ten-Year Plan.
• Supervise the Assistant Directors, Kitchen Manager, and Custodian, ensuring continuity during vacancies or absences.
• Support the implementation of strengths-based, trauma-informed case management practices.
• Ensure compliance with HMIS requirements and quality of client documentation.
• Coordinate staffing during weather events, emergencies, and critical incidents.
• Develop internal policies and workflows aligned with Shelter House standards.
• Oversee client satisfaction surveys and incorporate feedback for improvements.
• Collaborate with Finance to manage program budgets and resource use.
• Represent Shelter House at events and with partners as requested by leadership.
