Job summary

Monroe Group in Denver, CO seeks a Director of Compliance to oversee the corporate compliance staff and ensure all properties in our portfolio meet affordable housing program requirements.

You will lead project-based Section 8 and LIHTC compliance across the portfolio, stay current on regulatory changes, and train property management teams nationwide, reporting to the General Counsel from our Denver office. Travel up to 35% is required.

Qualifications

• Strong knowledge of Project-Based Section 8 and LIHTC regulations for residential properties.
• 10-15 years of compliance experience in property management (subsidy, tax credit, elderly, conventional, etc.).
• Ability to lead a team.
• Excellent verbal and written communication skills, organizational excellence, and team-oriented.

Responsibilities

• Evaluate agency requirements and implement compliance procedures for development for all properties.
• Keep current on all updates and changes in affordable housing programs and requirements.
• Monitor state agencies to stay updated on new policies, procedures, and compliance-related forms.
• Provide updates to General Counsel.
• Respond to compliance-related questions from Compliance staff and Property Operations personnel.
• Ensure all properties employ the correct leasing forms and procedures (including tenant screening).
• Oversee compliance staff pertaining to file reviews and audits.
• Coordinate documentation for Management Reviews with Community Manager and State Compliance Agency.
• Review compliance issues with RPMs and establish deadlines for properties to come into compliance.
• Work with General Counsel to develop action plans for non-compliant properties.
• Primary contact with local HUD and State Compliance Agencies.
• Monitor, review and approve all responses for MOR, LIHTC, HOME and all other agency audit responses.
• Complete annual/quarterly/monthly compliance reporting.
• Ensure first-year files are copied and filed centrally.
• Provide orientation and training to new property managers.
