About the Role
We are seeking a hands-on Director of Compliance to serve as the organization's subject-matter expert on affordable housing regulatory compliance. This is not a purely strategic or supervisory position — the ideal candidate is deeply engaged in the day-to-day compliance work itself, partnering closely with property management, development, and asset management teams to ensure our portfolio remains in full compliance across all financing and regulatory programs. This role is well suited to a compliance professional who wants to stay close to the files, the files audits, and the deals — not one looking to move away from hands‑on work.
Key Responsibilities
- Serve as the primary compliance resource across the portfolio, providing direct, hands‑on support to property-level teams on certifications, recertifications, and file audits
- Partner with development teams throughout the deal lifecycle — from underwriting and closing through lease‑up and stabilization — ensuring compliance requirements are built into new developments and acquisitions from day one
- Manage compliance across a range of affordable housing financing programs, including LIHTC, HUD programs, Section 8/Housing Choice Voucher, Project‑Based Vouchers (PBV), HOME, and state‑specific programs (e.g., SHARP, MRVP, CHFA, or equivalent state housing finance agency programs)
- Monitor regulatory and program changes (e.g., HOTMA, REAC/NSPIRE, EIV, RHIIP) and translate them into practical guidance and updated procedures for property teams
- Lead or support Management and Occupancy Reviews (MORs) and other compliance audits, including preparation, response, and corrective action plans
- Review and approve tenant files, income certifications, and recertifications for accuracy and program compliance
- Project‑manage compliance‑related initiatives — new program rollouts, audit remediation, system implementations — with clear timelines and cross‑team coordination
- Develop and deliver training for property management staff on compliance requirements and best practices
- Maintain compliance policies, procedures, and documentation across all applicable programs
- Act as a liaison with housing finance agencies, HUD, and other regulatory bodies
Qualifications
- Extensive, hands‑on experience in affordable housing compliance, with direct exposure to multiple financing and subsidy programs (LIHTC required; HUD/Section 8, PBV, HOME, and state agency programs strongly preferred)
- Strong working knowledge of HOTMA, REAC/NSPIRE, EIV, MOR, and RHIIP requirements
- Demonstrated experience partnering with development or acquisitions teams on compliance structuring for new or repositioned properties
- Strong project management skills, with the ability to manage multiple compliance initiatives and deadlines simultaneously
- Experience with property management software platforms (e.g., Yardi Voyager, RealPage OneSite, MRI, Entrata, or similar)
- Relevant industry certifications preferred (e.g., COS, TCS, C3P, SHCM)
- Excellent communication skills, with the ability to translate complex regulatory requirements into clear, actionable guidance for property-level staff
- A collaborative, roll‑up-your‑sleeves approach — this role works alongside teams, not just over them

While the Director of Compliance may provide guidance and training to property teams, the core of the role is hands‑on: reviewing files, working audits, structuring new deals with development, and solving compliance problems directly.
