Compliance Manager – Affordable Housing
Job Summary
We are seeking an experienced Compliance Manager to oversee compliance activities for a diverse affordable housing portfolio. This role serves as a subject matter expert on affordable housing regulations and is responsible for identifying regulatory risks, conducting compliance reviews, overseeing corrective actions, and providing technical guidance to internal teams and external stakeholders.
The ideal candidate will have strong knowledge of HUD and affordable housing regulations, excellent analytical and communication skills, and experience monitoring multifamily properties or affordable housing programs.
Key Responsibilities
- Lead compliance oversight for an affordable housing portfolio and monitor adherence to applicable federal, state, and local program requirements.
- Conduct periodic and risk-based reviews of tenant files, property records, certifications, and supporting documentation.
- Evaluate compliance with requirements related to tenant eligibility, income qualification, occupancy, rent restrictions, unit designations, affordability periods, and recertifications.
- Review property management submissions, certifications, reports, and other compliance documentation for accuracy and completeness.
- Analyze portfolio performance and compliance trends to identify deficiencies, regulatory risks, recurring issues, and opportunities for improvement.
- Evaluate compliance findings and determine appropriate escalation, corrective action, or additional review based on the severity and nature of the issue.
- Prepare compliance reports, audit summaries, presentations, memoranda, and management reports outlining findings, risks, trends, corrective actions, and deadlines.
- Monitor corrective action plans and conduct follow-up reviews to ensure deficiencies are resolved within established timeframes.
- Maintain current knowledge of HUD regulations, guidance, and other applicable affordable housing requirements.
- Provide technical guidance, training, and support to internal staff, property owners, property management companies, and other stakeholders.
- Maintain complete, accurate, and audit-ready compliance records, including review documentation, findings, correspondence, corrective actions, and supporting materials.
- Support internal and external audits, regulatory reviews, monitoring activities, and inspections conducted by government agencies, investors, lenders, syndicators, and other authorized entities.
- Collaborate with property owners, management companies, legal counsel, auditors, regulatory agencies, and internal stakeholders to resolve complex compliance matters.
- Assist with developing and implementing compliance policies, procedures, monitoring tools, training materials, quality-control processes, and risk-mitigation initiatives.
- Identify opportunities to improve compliance processes, standardize procedures, strengthen internal controls, and increase monitoring effectiveness.
- Lead, train, mentor, and coach compliance staff as needed to achieve departmental goals and performance standards.
- Perform other related duties and special projects as assigned.
Qualifications
- Bachelor’s degree in business administration, finance, real estate, public administration, housing, or a related field. Equivalent education and relevant experience may be considered.
- Significant professional experience in affordable housing, multifamily property compliance, housing program administration, real estate, auditing, or a related regulatory/compliance environment.
- Experience overseeing or monitoring compliance across a portfolio of properties.
- Strong knowledge of HUD regulations and affordable housing programs, including income and rent restrictions, tenant eligibility, occupancy requirements, and recertification requirements.
- Experience conducting risk-based compliance monitoring and reviewing tenant and property records.
- Strong analytical and problem-solving skills, with the ability to interpret complex regulations, identify trends, assess risk, and develop recommendations.
- Demonstrated leadership experience and the ability to provide direction, technical guidance, and subject matter expertise to internal and external stakeholders.
- Experience supporting or leading audits, regulatory reviews, compliance monitoring, quality-control activities, or similar oversight functions.
- Experience with multifamily housing compliance is preferred.
- Excellent written and verbal communication skills, including the ability to communicate complex regulatory requirements and findings clearly.
- Experience developing and monitoring corrective action plans.
- Strong attention to detail and ability to maintain organized, accurate, and audit-ready records.
- Ability to research, interpret, and apply changing regulations, regulatory guidance, policies, and program requirements.
- Ability to develop and deliver training and provide technical assistance related to HUD and affordable housing compliance.
- Minimum of two (2) years of supervisory or management experience OR ten (10) years of experience in affordable multifamily property management, compliance, or a related field.
- Relevant HUD, affordable housing, compliance, or property management certifications are preferred.
- Experience with LIHTC, HOME, Housing Choice Voucher, Project-Based Voucher, or other affordable housing programs is preferred.
- Proficiency with Microsoft Office and compliance monitoring, document management, and reporting systems.
- Experience with Yardi or other property management software is preferred.
Working Conditions
- Primarily office-based with regular visits to multifamily properties and other work sites.
- Requires frequent local travel.
- May involve prolonged periods of sitting and/or standing, as well as occasional bending, stooping, and reaching.
- A valid driver's license and the ability to meet applicable driving and insurance requirements may be required.

The ideal candidate is a detail-oriented compliance professional and strong leader with hands‑on experience in affordable housing and multifamily compliance. You should be comfortable interpreting HUD regulations, identifying potential risks, conducting detailed file and property reviews, communicating findings to stakeholders, and driving corrective actions through resolution.
