Job summary

United Neighborhood Centers of NEPA seeks a Director of Community Services in Scranton, PA to provide strategic leadership, administrative oversight, and supervision for housing, emergency, and community-based programs. You will work with senior leadership to ensure compliance, fiscal accountability, and measurable outcomes across the department.

The role requires strong supervisory, organizational, and data-analysis skills, with experience in HUD/grant management and cross-agency collaboration.

Qualifications

• Bachelor’s degree in social services or related field required; Master’s preferred.
• Minimum 5 years in social/housing/nonprofit services with 3+ years in leadership.
• Experience managing staff, programs, and organizational operations.

Responsibilities

• Provide strategic leadership and administrative oversight for Community Services programs.
• Oversee housing programs (Transitional, Permanent Supportive, Rapid Rehousing, etc.).
• Supervise Assistant Directors, CoC Director, and program staff with coaching and performance management.
• Oversee HUD compliance, grant performance, system planning, and partnerships.
• Ensure compliance with funding requirements through monitoring and QA.
• Monitor program performance, outcomes, and trends with data analysis.
• Oversee program budgets and collaboration with finance; support grant development.
• Establish policies and procedures ensuring accountability and risk management.
• Build partnerships with funders, government agencies, landlords, and stakeholders.
• Oversee special initiatives including State Opioid Response programming.
• Maintain broad knowledge of programs and funding priorities to support staff.
