Job summary

Qualifications

• Bachelor's degree with 3+ credit hours in auditing.
• Five years examining accounting systems and applying GAAP.
• Two years supervising fiscal, accounting, payroll, budget, grants and procurement staff.
• Experience with Maryland accounting systems such as R*STARS or FMIS.
• Proficiency with Microsoft Excel.

Job description

The Maryland Higher Education Commission seeks an experienced Director of Budget and Administration to develop and manage the agency's overall budget, perform financial reviews, manage accounting and reporting, and serve as the point person for audits. This Management Service position reports to the Assistant Secretary of Finance and Administration and the Secretary, and is located in Baltimore, MD. The role requires strong financial leadership in government budgeting and data-driven decision‑making.

Key qualifications:

• Bachelor's degree in Accounting, Finance, or related field with 3+ credit hours in auditing
• Five years of experience examining and interpreting accounting systems and records using GAAP
• Two years of experience supervising professional or paraprofessional fiscal, accounting, payroll, budget, grants, and procurement staff
• Experience with State of Maryland accounting systems such as R*STARS or FMIS
• Experience with financial accounting including creating financial statements and disclosures
• Proficiency with Microsoft Excel
