Job summary

The Director of Budget serves as the principal executive financial officer for the Office of Technology for Human Services at the Maryland Department of Human Services, reporting to the DCIO of Operations.

This full-time contractual position leads the IT Budget Unit, overseeing strategic formulation, execution, and oversight of operational and capital budgets while ensuring alignment with state IT mandates and departmental policies.

Qualifications

• Bachelor's degree in Business Administration, Finance, Accounting, Public Administration, Information Technology, or related field.
• Five years of professional experience in financial management, budget planning/administration, IT fiscal operations, or management analysis.
• Two years of supervisory or managerial experience including work assignment, performance evaluations, and workload distribution.
• Experience preparing, executing, and tracking operational budgets using Maryland State financial systems (FMIS, R*STARS, ADPICS) or advanced spreadsheet software.
• Experience coordinating Information Technology Master Plans and preparing IT budget submissions.
