Job summary

Health & Human Services Commission (HHSC) in Texas seeks a Director of Medicaid Systems Modernization to lead MES modernization, coordinating with HHSC IT and program leadership to implement a comprehensive technology roadmap. This role drives change for a program serving millions of Texans and oversees large-scale modernization initiatives.

The ideal candidate will plan, supervise, and execute strategies, bridge contractors with HHSC stakeholders, and ensure alignment with CMS guidelines.

Qualifications

• 4-year degree required for consideration.
• Senior leadership experience (Sr. Director, VP) in healthcare IT or operations.
• Experience managing multi-year large-scale IT projects.
• Strong written communication evidenced in applications and resumes.

Responsibilities

• Develop Medicaid modernization strategy and plan for MCS.
• Provide strategic guidance to cross-functional teams on Medicaid technology projects.
• Oversee planning and implementation of IT projects supporting Texas Medicaid programs.
• Manage vendor/contractor activity related to MES modernization.
• Lead procurements and create procurement documents (RFPs, RFIs, SOWs).
• Plan and coordinate budget expenditures for modernization.
• Participate in evaluations and negotiations for procurements.
