Job summary

Frederick County Division of Housing is seeking a professional to provide day-to-day operational leadership and management support. The position oversees program operations, staff performance, budget administration, regulatory compliance, and alignment with division goals.

The role reports to the Division Director of Housing and requires supervisory experience, with duties expanding to strategic planning, procurement, and collaboration with external agencies.

Qualifications

• Bachelor's degree in a relevant field and six years of public service experience with supervisory duties.
• Experience supervising staff and managing budgets and grants in housing/community development.
• Strong knowledge of HUD/state housing programs and regulatory compliance.

Responsibilities

• Direct, supervise, and participate in daily operations and strategic planning for assigned program areas.
• Provide leadership and supervision to division staff, including hiring and performance evaluation.
• Oversee program operations to ensure service delivery, compliance, and budgeting.
• Develop and implement policies and procedures to improve efficiency and performance.
• Manage relationships with external agencies, developers, contractors, and partners.
• Oversee housing/community development programs and grants, including compliance.
• Prepare plans, regulatory agreements, and annual reports for housing initiatives.
• Lead strategic objectives to produce and preserve affordable housing.
• Represent the division in meetings and public forums; liaise with boards and stakeholders.
