Responsibilities

  • Assist citizens with personal property, business, and income tax questions.
  • Coordinate personal property assessments using DMV records and NADA appraisal guides.
  • Prepare, receive, and process Virginia income tax returns and support electronic filing of federal returns.
  • Research and resolve taxpayer concerns via phone, email, and in person.
  • Support DMV Select operations, including auditing and shipping daily paperwork.
  • Analyze and audit business personal property returns, depreciation schedules, and asset lists; initiate collection actions for delinquent accounts and issue statutory assessments.
  • Draft and distribute excise tax notifications and business license renewal materials.
  • Locate updated addresses for returned mail or delinquent accounts.
  • Interview taxpayers and handle complex inquiries requiring interpretation of tax laws and codes.

The Deputy Commissioner of the Revenue plays a key role in assisting taxpayers, processing tax assessments, and ensuring accurate and efficient revenue operations. Typical task:
  • Assist citizens with personal property, business, and income tax questions.
  • Coordinate personal property assessments using DMV records and NADA appraisal guides.

Minimum Requirements
  • Requires high school graduation or GED, supplemented by specialized courses/training equivalent to completion of one year of college in finance or a closely related field.
  • A minimum of one year of full-time equivalent experience in customer service, as well as experience working in local, State, or federal agencies in some capacity, or closely related experience.
  • Must possess a valid motor vehicle operator’s license and must have and maintain a satisfactory driving record based on the City of Hampton’s criteria.
  • Must successfully pass a background check before any offer of employment or promotion.
Additional Requirements
  • Requires effective communication with internal and external customers.
  • May require working beyond a standard 40-hour work week to include evenings and weekends.
  • The incumbent may be considered essential personnel during City emergencies or at the direction of the City Manager, which may include long hours and unusual schedules.
