Job summary

State of Oklahoma, Office of Management and Enterprise Services, Deputy General Counsel position in Oklahoma City, is an in-office role supporting the Legal team. You will draft and negotiate intricate contracts and assist in presenting cases across administrative, state, and federal courts.

Responsibilities

• Draft and negotiate highly complex contracts in accordance with applicable state law.
• Assist in development, preparation, and presentation of cases before administrative, state, federal, and appellate courts.
• Analyze complex factual and legal issues across multiple areas of state and federal law; prepare opinions and legal documents.
• Assist in drafting bills and amendments for legislative consideration; evaluate proposed legislation and recommend agency action.
• Assist in drafting rules and conduct public hearings; prepare administrative rulemaking documentation.
• Interpret and advise on laws and policies affecting the agency and its interactions with industry and government.

Job Description

As a Deputy General Counsel with OMES you will enjoy:

Job Details

• Full-time, 40 hours per week, in-office position.

Responsibilities

• Draft and negotiate highly complex contracts in accordance with the Oklahoma Central Purchasing Act and the Information Technology Consolidation and Coordination Act.
• Assist in the development, preparation, and presentation of cases before administrative, state, federal, and appellate courts.
• Analyze complex factual and legal issues across multiple areas of state and federal law and prepare legal opinions, memoranda of fact and law, and other legal documents.
• Assist in drafting bills and amendments for legislative consideration, completes reports on changes in legislation, evaluate proposed legislation and recommends for agency action in response thereto.
• Assist in drafting rules, conducts public rules hearings, and prepares documentation for the administrative rulemaking process.
• Interpret and advise on laws, regulations, legal opinions, and administrative policies involved in the operation of the agency and its interactions with industry, private or professional associations, state, federal, or local government, and the general public.
• Performs related work as assigned.
• Supports other OMES attorneys, as needed.

Physical Demands and Work Environment

• This position works in a comfortable office setting with a computer for a large percentage of the workday. The noise level in the work environment is typically mild. This position requires the ability to occasionally lift paper and office supplies. Occasional travel may be required.

Minimum Qualifications

• Graduation from an accredited law school
• Licensed to practice law in the State of Oklahoma *
• Active member of the State Bar of Oklahoma
• Five (5) years legal experience as a licensed attorney preferred

*Candidates awaiting admission to the State Bar of Oklahoma from the July bar examination will be considered; however, any offer of employment is contingent upon successful admission. Proof of passage from the July bar examination is required with the application or must be clearly listed on your resume.
