Job summary

Sound Transit in Seattle seeks an experienced Construction Program Manager to oversee a large, multi-project portfolio within the Capital Delivery Department. You will supervise multiple sub-teams and provide constructability guidance across procurement, design, installation, testing, and commissioning phases.

You will lead resource planning, budgeting, scheduling, and KPI development while ensuring compliance with laws and agency policies.

Qualifications

  • Bachelor's degree in Construction Management, Engineering, Architecture, or related field.
  • Six years of program management support experience in planning, engineering, or construction.
  • Six years of leadership, budgetary, planning and workforce management experience.

Responsibilities

  • Plans, directs, coordinates, and reviews the work of assigned staff; assigns work activities; provides constructive feedback; reviews and evaluates work and makes effective suggestions and recommendations.
  • Coaches, trains, and motivates staff; manages staff performance and development; coordinates and/or provides staff training; manages employee relations; manages workflow and prioritization of projects.
  • Leads hiring/on-boarding processes of assigned staff; supports hiring processes of matrixed staff; leads procurement processes for assigned consultant staff.
  • Assists the Director of Construction Support Services in budget development and administration; participates in forecasting funds for staffing, equipment, materials, and supplies.
  • Develops programmatic work plans, goals, and KPIs; monitors performance and ensures alignment with objectives.
  • Ensures policy compliance with state/federal laws and agency rules; enforces accountability across teams.
  • Provides input to contracts, procurements, design criteria, and technical drawings for rail vehicles and interfacing systems.
  • Reviews contractor performance; acts as escalation path for non-conforming work; ensures contract alignment during construction.
  • Provides overall construction management direction and change control for contracts.
  • Champions Sound Transit core values and fosters diversity, equity, and inclusion; supports safety and sustainability.
