APPLICANTS MUST BE PERMANENT IN THE ADMINISTRATIVE DIRECTOR OF SOCIAL SERVICES CIVIL SERVICE TITLE OR BE PERMANENT IN A COMPARABLE TITLE ELIGIBLE FOR 6.1.9 TITLE CHANGE OR BE REACHABLE WITH THE SCORE OF 100 ON THE OPEN COMPETITIVE ADMINISTRATIVE DIRECTOR OF SOCIAL SERVICES EXAM (# 1121).

The New York City Department of Homeless Services (DHS) is the largest organization in the United States dedicated to preventing and addressing homelessness. In partnership with other City agencies and nonprofit organizations, DHS works to prevent homelessness before it begins, reduce street homelessness, provide temporary shelter, and connect individuals and families to stable housing—all with a focus on accountability, empathy, and equity.

DHS is committed to continuous improvement and employs innovative strategies to deliver high-quality services that support a swift transition from shelter to self-sufficiency. The agency manages hundreds of facilities and operates with a large team as well as a several billion-dollar budget to meet the diverse needs of New Yorkers experiencing homelessness.

The Division of Shelter Intake is responsible for overseeing the day-to-day operations of the agency’s Single Adult, Adult Families, and Families with Children intake and assessment sites, both directly operated and contracted providers. This Division ensures that the City’s most vulnerable populations can access shelter according to eligibility criteria, 24/7, 365 days a year.

The Department Of Homeless Services (DHS) is recruiting for one (1) Administrative Director Of Social Services M-I to function as Deputy Director of Operations, who will:

  • Ensure shelter residents receive mandated services in a safe, clean, and secure environment, and that shelters comply with regulations.
  • Ensure compliance with Agency Standards, OTDA regulations, and all relevant laws and codes related to sanitation, health, and environment.
  • Lead planning, coordination, and execution of semiannual Callahan Inspections.
  • Monitor security services and coordinate with FJC, DHSPD, NYPD, and On-Site Program Directors to manage on-site incidents.
  • Oversee fire safety activities, including conducting monthly fire drills, maintaining logs, and ensuring the Critical File is up-to-date.
  • Respond to client complaints and allegations regarding property, abuse, or discrimination, providing oversight and direction.
  • Report and investigate incidents occurring on their shift.
  • Verify and ensure accurate nightly/daily census and CARES reporting, adequate staff coverage, and shelter supplies.
  • Participate in policy planning, community board interfaces, and meetings.
  • Supervise social services staff in the absence of the Director and Deputy Director, and assume responsibilities of the Director of Operations when needed.
  • Ensure staff are on post, logs are maintained, and staff certifications are up-to-date.
  • Support and instruct line supervision on scheduling, leave, and discipline issues.

Hours/Schedule: 9am-5pm, Sunday-Thursday (RDO Friday and Saturday)

ADMINISTRATIVE DIRECTOR OF SOCIAL SERVICES - 10056

Minimum Qualifications
  • Baccalaureate degree from an accredited college or university and four years of progressively responsible experience in a large governmental agency, business, or community organization in social services, including one year at a managerial level; or
  • Equivalent education and/or experience, with graduate education or a license potentially substituting for up to three years of experience, as detailed.

All candidates must have a baccalaureate degree and one year of administrative or managerial experience.

Preferred Skills
  • Excellent communication, writing, and computer skills, with proficiency in CARES.
  • Strong administrative, planning, analytic, budgeting, and decision-making abilities.
  • Ability to interact effectively at all levels of staff.
