DESCRIPTION OF WORK

This position supports the leadership of the Pennsylvania Developmental Disabilities Council by helping guide the state plan, strengthening internal operations, and ensuring that fiscal and program processes meet all federal and state requirements. You will oversee four staff members for the council, including one Human Services Program Executive 1. The role centers on supervision, program direction, budget development, compliance oversight, and communication with the public. As a Deputy Director (Human Services Program Executive 2), you will perform the following duties:

  • Fiscal Direction: Manage complex funding streams and develop the council budget for the five-year plan
  • Federal Oversight: Monitor federal allocations, obligations, and liquidations to ensure proper use of funds
  • Grant Procurement: Direct requests for proposals and guide procurement steps for council grants
  • Program Guidance: Supervise work statements and lead activities that support state plan goals
  • Public Communication: Coordinate council outreach and maintain clear communication with the community

Work Schedule and Additional Information:
  • Full-time employment, 37.5 hours per week
  • Work Hours: You can work flexible hours within a set schedule between 7:00 AM and 5:00 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time up to 3 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
Minimum Experience and Training Requirements:
  • One year of experience as a Human Services Program Executive 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Five years of professional experience in the development, implementation, or evaluation of a human services program or program operations, including three years of consultative or supervisory experience ; or
  • An equivalent combination of experience and training that includes three years of professional consultative or supervisory experience in the development, implementation, or evaluation of a human services program or program operations.
