Job summary

The Maryland Department of Human Services seeks a Deputy Director of the Office of Emergency Operations to lead statewide emergency preparation, response, and recovery efforts. The role directs plans and policies, supervises nine staff, and coordinates with local departments during emergencies.

Qualifications

• Bachelor’s degree from an accredited college or university.
• Five years of supervisory experience in disaster response, OSHA, CPR, shelter operations, emergency health services, armed forces, law enforcement, firefighting, or similar emergency response environments.
• Three years of experience creating emergency response plans, SOPs, and emergency policies.
• Three years of experience coordinating emergency operations with local, state, or federal partners.

Responsibilities

• Develop, implement and administer federal, state and local emergency plans for DHS Central office and 24 local departments.
• Coordinate and update the Continuity of Operations Plan (COOP) for readiness of relocation and command centers.
• Develop hazard plans, conduct risk assessments, and coordinate training and preparedness.
• Direct and manage the State Administrative Plan for Individual Assistance with FEMA/MDE.M.
• Communicate with management about preparations and responses to emergencies.
• Coordinate with facility managers and contractors for back-up power and related costs.
• Attend meetings and briefings with federal, state and local agencies and partners.
• Train emergency operations coordinators across the department.
• Facilitate interagency meetings to ensure resource availability for mass care, sheltering.
• Manage State Shelter Containers and oversee the shelter information database.
• Conduct annual updates of local shelter supplies with MSDE and school superintendents.
