NYCHA is seeking a Deputy Director for Program Management within the Asset & Capital Management division to oversee large, high-profile capital programs valued between $100 million and $500 million, ensuring quality, cost-efficiency, safety, and stakeholder engagement.

The role requires strong leadership in construction/inspection management, project controls, and public-sector procurement, coordinating with internal teams and external partners to deliver on time.

Qualifications

• Seven years of full-time satisfactory experience working at a construction trade or as an inspector of construction, hoists and rigging, plumbing, boilers, or elevators; at least 18 months of which must have been in a managerial or administrative capacity; or
• At least two years of experience, as described in "1" above, with a managerial/administrative capacity and a professional engineer or registered architect license; or
• Education and/or experience equivalent to “1” above, with at least 2 years in managerial/administrative capacity and potential credits for apprenticeship/education as described.

Responsabilités

• Guide staff and program managers on critical issues like design, construction quality, safety, and project closeout.
• Ensure sufficient vendor and contractual capacity to execute programs.
• Review and approve key program documents (RFQs/RFPs, contracts, task orders, change orders, payments).
• Oversee field inspection activities and responses to safety and quality inspections.
• Monitor project schedules and task assignments for productivity.
• Coordinate with NYC agencies (DOB, FDNY, DEP) and utility providers for regulatory needs.
• Foster cross-divisional collaboration with Heating, Elevators, Skilled Trades, Property Management, and Operations.
• Track program performance metrics and implement corrective actions.
• Prepare status updates and recommendations for senior leadership.
• Address challenges like delays, budget overruns, and contractor performance while mitigating risk.
• Integrate lessons learned and best practices into processes.
• Recommend improvements for inspection activities to the Director of Program Management.
