Note: This position is open only to City of New York employees serving in the permanent civil service title of Computer Operations Manager.

The Fire Department of the City of New York (FDNY) is the largest Fire Department in the United States and universally is recognized as the world's busiest and most highly skilled emergency response agency. The Department's main goal is to provide fire protection, emergency medical care, and other critical public safety services to residents and visitors in the five boroughs. FDNY members are sworn to serve and protect life and property and the Department works to continually educate the public in fire, life safety and disaster preparedness, along with enforcing public safety codes. Since its inception in 1865, FDNY has helped lead efforts to make New York the safest big city in the nation. Responsibilities

The Fire Department, City of New York (FDNY), seeks a full-time Deputy Director in the Bureau of Enterprise Technology. Reporting directly to Director of Application Development, the selected candidate will be responsible for managing a team of business analysts, quality assurance engineers and UI/UX designers as well as application development projects. Duties and Responsibilities will include but are not limited to the following:

  • Manage Business Analysts to gather application development requirements and design solutions with the UX designers.
  • Manage Quality Assurance Analysts to support application development team by identifying bugs and defects to ensure quality of deliverables.
  • Standardize UI designs, components and user experience for app development projects.
  • Effectively manage project resources and prioritization to ensure projects are delivered within a reasonable timeline.
  • Regularly monitor and report on projects to triage issues, determine action items, decisions and manage.
  • Work with development team to build and support HRIS and FDNY My Portal application.
COMPUTER OPERATIONS MANAGER (S - 10074
Minimum Qualifications
  • Six (6) years of progressively responsible full-time paid experience supervising or administering computer operations involving a large-scale mainframe, network, or multi-tier computer environment at least 18 months of which shall have been in an administrative, managerial or executive capacity.
  • A baccalaureate degree from an accredited college or university may be substituted for a maximum of two (2) years of general experience described above. In the absence of a baccalaureate degree, undergraduate credits may be substituted for a maximum of two (2) years of general experience described above on the basis of 30 semester credits for six (6) months of experience.
  • A master’s degree in Computer Science, Computer Engineering, Electrical Engineering, Business Administration, Public Administration or Management of Administration may be substituted for a maximum of one (1) year of general experience described above. In the absence of a master's degree, graduate credits in Computer Science, Computer Engineering, Electrical Engineering, Business Administration, Public Administration or Management of Administration may be substituted for a maximum of one (1) year of the general experience on the basis of 30 graduate semester credits for one (1) year of experience. However, undergraduate and/or graduate credits may not be substituted for the eighteen (18) months of experience in an administrative, managerial, or executive capacity.
Preferred Skills

Special Working Conditions: May be required to work shifts including nights, Saturdays, Sundays, and holidays. Experience with software development frameworks and technologies including AngularJS, ReactJS, React- Native, Ionic/Cordova, and Oracle Apex/DB. IT system integrations and real-time data communication using the following: RESTful APIs, Web Services, WebSocket, Oracle Service Bus and API Gateway Design wireframes and prototyping high fidelity designs using tools such as Figma and Moqups. Automate testing scripts such as VBScript and knowledge of MicroFocus tools: ALM, Quality Center, Octane, UFT and Load Runner.
