Job summary

The New York City Police Department is seeking a CERT IT DEVELOPER (APP) to lead complex IT development programs within the Strategic Technology Division. You will coordinate cross-functional teams across engineering, QA, operations, products, and business units to drive scope, timelines, dependencies, and outcomes.

You will oversee vendor performance, manage governance, and deliver dashboards to executives, while ensuring secure SDLC compliance and proactive risk management within public-safety

Responsibilities

• Lead end-to-end delivery of large-scale technical programs, incl. design reviews, development, testing, deployment, operations.
• Coordinate cross-functional teams to align scope, timelines, dependencies and outcomes.
• Oversee vendor and consultant performance to meet standards and SLAs.
• Manage program governance: roadmaps, milestones, risks, and status reporting.
• Identify risks and opportunities; drive actions to resolution.
• Lead incident management, escalations, and post-mortems for platform issues.
• Develop program dashboards and metrics to track progress and adoption.
• Identify bottlenecks and opportunities to improve delivery efficiency and quality.
• Partner with managers, architects, and leadership to prioritize initiatives and resolve blockers.

Job description

The Strategic Technology Division is responsible for developing and coordinating deployment of emerging technology applications, strategic IT infrastructure, and enterprise platforms.

The selected candidate will perform the following duties, which include, but are not limited to:

• Lead end-to-end delivery of large-sale technical programs, including IT design reviews, development, testing, deployment, and operations.
• Coordinate cross-functional teams (engineering, QA, operations, products, business) to align on scope, timelines, dependencies, risks and product outcomes.
• Oversee vendor and consultant performance, ensuring deliveries meet technical standards, SLAs, and contractual obligations.
• Manage program governance, including roadmaps, milestones, issue tracking, risk registers, and status reporting to executives.
• Identify risks, dependencies, and opportunities for improvement, and drive actions to resolution.
• Drive incident management, escalations, and post-mortem analysis for platform or program-related issues.
• Develop and maintain program dashboards, metrics, and analytics to track progress, adoption, and performance.
• Identify process improvements, bottlenecks, and opportunities to enhance delivery efficiency and quality.
• Partner with managers, architects, and leadership to prioritize initiatives and resolve blockers.
• Ensure compliance with secure SDLC standards, security requirements, and governance frameworks.
• Manage relationships with internal and external stakeholders, ensuring clear communication, alignment, and timely issue resolution.
• Facilitate meetings, working sessions with stakeholders/delivery teams and provide regular status reporting to leadership.
• Ensure documentation, governance, and communication materials are accurate, current, and accessible to relevant teams.

Minimum Qualifications

Professional/Vendor Certification, Education and Experience Requirements: You must have current professional/vendor certifications.

In Addition, You Must Have One Of The Following

• A masters degree in computer science or a related field from an accredited college or university, accredited by regional, national, professional, or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) AND 12 months of satisfactory full-time (not classroom based) specialized experience in computer applications development planning, design, configuration, installation, troubleshooting, integration, performance monitoring, maintenance, enhancement, and security management as described in the following nine Major Task Groups in the IT Titles Task Inventory*: Applications Development; Web Development, Design, and Maintenance; Business/Systems Analysis; Project Management Support; Application Design; GIS Structures, Spatial Analysis, and Mapping Principles; Testing; Technical Writing; and Version Control; OR
• A baccalaureate degree from an accredited college or university, accredited by regional, national, professional, or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) AND 24 months of satisfactory full-time (not classroom based) specialized experience as described in “1” above; OR
• A four-year high school diploma or its educational equivalent approved by a State’s Department of Education or a recognized accrediting organization AND 24 months of satisfactory full-time (not classroom based) specialized experience as described in “1” above plus 48 months of information technology experience as described in the IT Task Inventory *; OR
• A satisfactory combination of education and experience which is equivalent to “3” above. Education may be substituted for the information technology experience on the basis of 30 semester credits from an accredited college or university, accredited by regional, national, professional, or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) is equivalent to 12 months of experience, up to a maximum of 48 months. However, if you qualify under options “2,” “3” or “4,” you must have at least a four-year high school diploma or its educational equivalent approved by a State’s Department of Education or a recognized accrediting organization and at least 24 months of satisfactory full-time (not classroom based) specialized information technology experience as described in “1” above.

• Experience in public sector, regulated industries, or law enforcement/public safety technology programs - Familiarity with SSDLC compliance, security auditing, and vendor contract management - Advanced skills in data analytics, dashboard creation, and performance metrics tracking - PMP, CSM, or similar certifications - Background managing mobile applications, APls, or platform services
