Job summary

City of Elkhart invites applications for the Deputy Controller position in the Finance Department. This role reports to the City Controller and leads financial operations, accounting, reporting, budgeting, and internal controls for the City.

The Deputy Controller will guide the annual budget, ensure timely financial information, coordinate audits, and act in the Controller’s absence. Strong municipal accounting background and SBOA familiarity are preferred; a valid driver’s license is required.

Qualifications

• Bachelor’s degree in accounting, finance, business administration, public administration, or a closely related field.
• At least six years of progressively responsible accounting, finance, budgeting, or public-sector fiscal experience, and at least two years of supervisory or management experience.
• Municipal government accounting, Indiana public finance, budgeting, and audit experience strongly preferred.
• Valid driver’s license required.

Responsibilities

• Provide day-to-day leadership and serve as the Controller’s operational and financial partner.
• Assist in developing/ administering the annual City budget and monitoring.
• Oversee general ledger, month-end/year-end closing, reconciliations, and cash management.
• Lead preparation of the Annual Financial Report and required government reports.
• Coordinate audit preparation and examinations; ensure compliance with SBOA and other reporting.
• Oversee AP/AR payroll, purchasing, claims, revenue, and debt service with internal controls.
• Supervise staff, set performance expectations, and support succession planning.
• Perform the duties of the Controller during absence as allowed by law.
