Job summary

The City of Elkhart is seeking a Deputy Controller to serve as the second-in-command in the Controller’s Office. Reporting to the City Controller, this role leads financial operations, accounting, reporting, budget administration, internal controls, and department staff.

Qualifications

• Bachelor's degree in accounting, finance, business administration, public administration, or closely related field.
• At least six years of progressively responsible accounting, finance, budgeting, or public-sector fiscal experience, and at least two years of supervisory or management experience.
• Municipal government accounting, Indiana public finance, budgeting, and audit experience strongly preferred.
• Valid driver’s license required.

Responsibilities

• Provide day-to-day leadership for Controller’s Office operations; act as principal operational and financial management partner.
• Assist in developing and administering the annual City budget with coordination across departments; analyze revenue and expenditures.
• Oversee general ledger accuracy, fund accounting, month-end/year-end closing, reconciliations, and discrepancy resolution.
• Direct monthly bank account reconciliations and support cash management and internal controls.
• Lead preparation and review of annual financial reports and required governmental submissions.
• Coordinate audit preparation, responses, and corrective actions; ensure readiness for SBOA examinations.
